Five-year action plan to enhance social support and legal safeguards for children in Kazakhstan

President of Kazakhstan Kassym-Jomart Tokayev received Dinara Zakiyeva, Kazakh Commissioner for Children’s Rights, who presented updates on systemic measures to strengthen child protection, Qazinform News Agency cites the Akorda press service.

She reported the Children of Kazakhstan Concept was adopted this year.

Dinara Zakiyeva emphasized the five-year action plan was developed in Kazakhstan. It includes 158 measures to enhance social support and legal safeguards for children.

Besides, child protection departments were established within regional akimats, with functions enshrined in national law.

She announced psychological support centers were created and a unified diagnostic program was introduced to provide systematic local-level assistance.

This year, surveys were conducted in nine regions to assess the quality of measures aimed at ensuring psychological well-being and preventing violations of children’s rights.

She also noted the introduction of the QR-111 system in schools demonstrated efficiency for establishing direct contact with children and detecting violations of their rights. Since October 2024 up to June 2026, it has received 167,000 messages and 4,523 calls.

Special attention was given to the development of and improvement of infrastructure for children, including in rural areas, parental responsibility, and safe environments for children.

Kassym-Jomart Tokayev stressed the importance of consolidating efforts between the Commissioner, Government, and local authorities to ensure effective implementation of the Children of Kazakhstan Concept.
