According to Bordyuzha, this kind of external threat is today one of the most dangerous. It is no accident CSTO pays particular attention to the so-called "proxy" operation.

"The relevant services control information resources, identify sites that run on the recruitment of members of terrorist's and extremist's organizations for committing crimes, targeted to destabilize or inciting ethnic hatred" the CSTO Secretary General explained the features of this work

In particular, "proxy" operations have revealed dozens of web-sites with content aimed at inciting ethnic hatred during the ethnic clashes in Kyrgyzstan in 2010. As Bordyuzha noted, the web-sites "operated to proceed fighting between people of different nationalities, and in fact for the resumption of the events that took place in Osh."
