President Tokayev briefed on disability support, employment measures

Kazakh President Kassym-Jomart Tokayev received a report from Minister of Labor and Social Protection Askarbek Yertayev on the ministry's performance in 2025 and the first five months of 2026, Qazinform News Agency reports, citing the Akorda press service.

The minister reported that all social obligations are being fully met. 5.9 trillion tenge was allocated for pensions, basic benefits, and other social payments in 2025. In the first five months of 2026, this figure reached 2.7 trillion tenge.

Yertayev also reported on efforts to support and employ persons with disabilities. This year, approximately 12,000 citizens with disabilities have been provided with jobs. The ministry plans to introduce a digital mechanism for analyzing disability certification by the end of the year.

The Head of State tasked the ministry with improving the quality of special social services and opening seven new rehabilitation centers in the country's regions, which will enhance accessibility and provide comprehensive support for persons with disabilities.

Askarbek Yertayev also briefed the President on employment support measures. The Government employed about 201,000 citizens nationwide, including 74,900 young people. This year, the goal is to increase the number of permanent and stable jobs to 3.1 million, ensuring decent wages, stable social contributions, and occupational safety.

As part of AI integration, a Digital Employment Service is set to be launched in pilot mode in the Mangistau and Pavlodar regions. Yertayev also spoke about labor relations regulation. A total of 6.7 million labor contracts have been concluded electronically. Workers at 118,000 organizations are covered by mandatory insurance contracts.

With the assistance of the state labor inspectorate, the rights of more than 22,000 employees have been protected. Special focus is being placed on preventing workplace injuries and accidents.

There are plans to introduce digital solutions for occupational risk assessment, automate training processes, and use AI mechanisms to detect underpaid wages.

The President issued several instructions to the minister. These refer to further digitalization of the sector, worker rights protection, support for those in need, and combating social dependency. As the Head of State emphasized, all measures taken must be aimed at improving the well-being of the people.
