Mark Rutte, Prime Minister of the Netherlands, greeted President Nazarbayev at the opening of the top-level meeting in The Hague. The idea of holding nuclear security summits belongs to U.S. President Barack Obama who wanted to draw attention to the need to secure nuclear material and thus prevent nuclear terrorism. The third Nuclear Security Summit is aimed at pre-emptive measures to prevent internal and/or external threats directly or indirectly related to nuclear materials, radioactive sources, relevant facilities or other associated activities.
