Sandag-Ochir Tsend, Environment and Climate Change Minister and Chair of the National Committee for COP17 introduced it.

2026–2030 strategic goals are to strengthen policy synergy across Rio Conventions, enhance ecosystem resilience against desertification and climate change, expand protected areas and improve management and promote community-based conservation and sustainable livelihoods.
