The decree was signed by Prime Minister Olzhas Bektenov.

The project envisions the construction of a facility in Dubovka village, Abai district of Karaganda region, with a capacity of up to one million tons of metallurgical coke.

The total volume of private investment is estimated at 63.5 billion tenge. The enterprise will create 500 permanent jobs, while the construction of the underground mine will provide an additional 500 jobs.

According to the government, the project aims to advance deep processing of coal raw materials, produce high-value-added goods, and strengthen Kazakhstan's industrial potential. Coal chemical products are widely used in the energy, agriculture, metallurgy, and pharmaceutical industries.

The plant is expected to significantly reduce Kazakhstan’s dependence on imported coke. Once domestic demand is met, surplus production will be exported. Operations are scheduled to begin in 2029, with an initial capacity of 500,000 tons per year. By the end of 2031, the plant is projected to reach its full design capacity of approximately one million tons annually.

Previously, it was reported that Kazakhstan plans to launch 8 non-ferrous metallurgy projects in 2026, creating over 1,500 jobs.
