Weekly Review. PM and Govt focus attention on Kazakh healthcare development, assistance to Kyrgyzstan

Introducing the document, Minister of Healthcare Zhaksylyk Doskaliyev said the program was aimed at improving the people's health and forming efficient system of healthcare for ensuring socio-demographic development of the country. KZT 456 bln is envisaged in the budget for the program's implementation.
According to the Minister, the program will be realized in six directions: enhancing interdepartmental and inter-branch interaction on improvement of the population's health; activation of preventive measures and screening; improvement of sanitary-epidemiological service; improvement of organization, management and financing medical care within the Unified System of Healthcare; improvement of medical and pharmaceutical education, development and implementation of innovation technologies in medicine.
The state program of healthcare reforming is one of four priority documents of Kazakhstan along with the programs of forced industrial innovative development, languages development and education development.
After the government approval the program was submitted immediately for the President's consideration.
The same day Prime Minister Karim Massimov held a meeting on the issues of rendering assistance to Kyrgyzstan. The Premier emphasized that the President charged the Government to provide all-round support to brotherly Kyrgyzstan in humanitarian sphere and in developing plans for restoring economy of Kyrgyzstan.
During the conference Minister of Finance of the Kyrgyz Republic Chorobek Imashev addressed the Government of Kazakhstan with a request to lift the ban on motor oils, diesel fuel and kerosene in Kyrgyzstan due to lack of fuel and lubricants for the harvesting campaign. Karim Massimov charged the Ministry of Oil and Gas of Kazakhstan to define a quota for export of fuel and lubricants to this country for harvesting campaign. Summing up the results of the sitting K. Massimov touched upon the issue of Kyrgyzstan's accession to the Customs Union. "In whole, we would like the situation on Kyrgyzstan's accession to the Customs Union to be solved as soon as possible. We are taking neutral position about it, we just want to have clarity in this regard."
The Government of Kazakhstan intends to submit for consideration of the Customs Union's Commission the issues regarding duty-free entry of products manufactured in Kyrgyzstan. First Vice Prime Minister Umirzak Shukeyev made it public on Monday as well. "Licensing and certifying of goods should be a part of the responsibilities of the Kyrgyz Government. We have to establish a system - if any products come certified by the Government of Kyrgyzstan we consider them as Kyrgyz products." U. Shukeyev said that withdrawing fee should be applied only to the products produced in Kyrgyzstan but not packed.
Another no less important issue discussed on Monday in the Government was the humanitarian aid from Kazakhstan to Kyrgyzstan.
'We have already sent 184 tons of metallic slates, 128 tons of buckwheat. 2.5 thousand cubic meters of edged boards are loaded into 29 wagons of a cargo train in Uralsk', V. Bozhko said. He also said the Kyrgyz side requested to send coal. Besides, 900 tons of armature were prepared for sending to the neighboring country.
On August 16 the Prime Minister of Kazakhstan also took part in a working session on the issues of preparation for the OSCE Summit in Astana, which was chaired by Head of the State Nursultan Nazarbayev.
On Tuesday, August 17, Mr. Massimov attended the sitting on the issues of reforming Kazakhstan's law-enforcement system. Addressing the participants of the session President N. Nazatbayev said that in his Address to the Nation he set a task to modernize the law-enforcement system of Kazakhstan.
"The State Commission on modernization of the law-enforcement system was established under my instruction. It has done a big work. Functional analysis of the activity of the security structures has been held. The world experience was studied as well", the President said.
The main directions of the law-enforcement system modernization developed by the Commission were approved by the President.
"In this regard, I will sign Decree "On measures to increase the efficiency of the law-enforcement activity and judicial system in Kazakhstan" today", the President noted.
"I believe the taken measures will allow to improve effectiveness of the law-enforcement and judicial systems, provide fair and real protection of the rights of our people", N.Nazarbayev said.
On Wednesday, August 18, Prime Minister K. Massimov gave start to construction of two strategically important energy projects in Astana - Thermal Power Station 3 and 220 kW overhead transmission line.
In his opinion, construction of the facilities will let ensure stable development of the city and implementation of industrial projects.
Construction of the Thermal Power Plant 3 is planned to be finished in 2018. Its cost is KZT 193.7 bln.
The same day the Prime Minister held a conference on implementation of the President's Decree On measures to increase the efficiency of the law-enforcement activity and judicial system in Kazakhstan.
"In accordance with the President's Decree the Government together with the Presidential Administration and the Council of Security must adopt an Action Plan on realization of the tasks set by the Head of the State", K. Massimov said.
