WEEKLY REVIEW: New model of science management started to function in Kazakhstan, scientific-innovative sphere activates
International cooperation is expanding by participation of foreign partners in implementation of the state program of forced industrial and innovative development.
On Monday, September 5, a regional sitting of the National Commissions for UNESCO of the Central Asian countries has started its work today in Astana. Kazakh Minister of Foreign Affairs Yerzhan Kazykhanov addressed the opening ceremony. In particular, the Minister noted that "urgent character and importance of today's event has great significance for our country. it is important to conduct joint work on maintenance and popularization of the cultural and natural heritage, traditions and arts of the fraternal peoples of Central Asia. Such the meetings are the best platform for promotion of interaction and joining together efforts of our countries within the framework of UNESCO."
Prime Minister Karim Massimov held a session of the Higher Scientific and Technical Commission. The draft of scientific technical programs for 2012-2014 were discussed and approved at the meeting. Education and Science Minister of Kazakhstan Bakhytzhan Zhumagulov reported at the session of the Higher Scientific and Technical Commission under the Government on the first results of the execution of the law of Kazakhstan "On science".
According to the Minister, the country embarked on a new science management model, proposed by the Head of State. Upon completion of the sitting the Commission backed the volume of financing of the country's science for 2012 to the amount of KZT 24 bln for targeted and KZT 10 bln for grant financing.
A working group of the Government headed by First Vice Prime Minister Umirzak Shukeyev considered the issues of housing construction in South Kazakhstan oblast. In U.Shukeyev's opinion, after the crisis not all banks and construction companies have a chance to work independently. Hence many companies need state support. "Now it is very important to support this process by the state and Government and bring new resources to this sector," U.Shukeyev noted.
On Tuesday, September 6, Minister of Communications and Information Askar Zhumagaliyev reported to the President on the results of the Ministry's activity aimed at achievement of the basic target codes of information and communication technologies, and measures taken to switching over to digital TV. The Minister also reported on implementation of the tasks on development of broadband Internet access, modernization of public service centers and optimization of public services.
First Deputy Prime Minister Umirzak Shukeyev took part in welding of the first joint of the Beineu-Bozoy-Shymkent gas pipeline in Turkestan. This event symbolizes creation of the first independent internal gas network.
The First Vice Premier read a letter of President Nursultan Nazarbayev. The Head of State congratulated the people on a serious step - the country's formation as a self-gas power. The Beineu-Bozoy-Shymkent gas pipeline will connect all pipelines in the country into a unified internal network and will allow to supply the domestic gas to the country's south.
U.Shukeyev noted that the project of the gas pipeline construction is one of the most difficult in the practice of independent Kazakhstan.
At the 2nd international conference "20 years of independence: quality and prospects of human capital of the Republic of Kazakhstan" Vice Prime Minister Yerbol Orynbayev informed that according to Newsweek magazine, in 2010 Kazakhstan took the 14th place among 100 countries by the level of education. "Kazakhstan holds a leading position in human capital development. One of the illustrative indicators is Human Development Index. The Human Development Index in Kazakhstan makes 0.7 percent in 2010. "
On Wednesday, September 7, K.Massimov met with Prime Minister of the Islamic Republic of Pakistan Syed Yousaf Raza Gillani. The issues of development of bilateral relations in the sphere of trade-economic and cultural-humanitarian cooperation were discussed within the talks.
The prime ministers took part in a ceremony of signing the Agreement on cooperation between the Commerce and Industry Chamber of Kazakhstan and the Federation of Pakistan Chamber of Commerce and Industry. After the negotiations the Pakistani Prime Minister announced that his country is ready to provide Kazakhstan with its ports for trade.
At an opening of the VI national exhibition "Belarus EXPO-2011" in Almaty Deputy Prime Minister-Minister of Industry and New Technologies Asset Issekeshev has said that the trade turnover between the two countries increases from year to year, ties in the field of innovative cooperation are activated within implementation of the state program of forced industrial innovative development.
According to him, a powerful factor of development and activation of bilateral cooperation became establishment of the Customs Union. Over January-June, 2011, the volume of the bilateral trade turnover increased to USD 294.1 mln.
Opening the Forum for Security Cooperation in Hofbuorg, Defense Minister of Kazakhstan Adilbek Dzhaksybekov presented to the Forum participants the agenda of Kazakhstan's chairmanship. It includes the most urgent issues of development of cooperation of the world community within the OSCE military and political dimension. "At the OSCE Summit in Astana the OSCE member countries positively assessed the work of the Forum for Security Cooperation stressing the need for improvement and modernization of weapons control regime."
On Thursday, September 8, Kazakh Foreign Minister Yerzhan Kazykhanov met with China's Foreign Minister Yang Jiechi in Beijing. There was reached an agreement on enlargement of the volume of the bilateral trade.
On Friday, September 9, implementation of a unique technical and vocational modernization project has been started. Vice Minister of Education and Science of Kazakhstan Serik Irsaliyev informed that the project is a part of the state-run programs on education development and forced industrial and innovation development of Kazakhstan. The project is financed by the World Bank and the Kazakh Government.
It is purposed to raise the relevance, quality, and efficiency of technical and vocational education through an improved policy framework and institutional capacity. The project aims to assist Kazakhstan linking the supply of skills to the demands of industries, employers, and the learning public through an improved policy framework, closer partnership with industries, and enhanced institutional capacity for leveraging the delivery of high quality and relevant skills by both public and private sectors.
