WEEKLY REVIEW: Kazakhstan improves transport infrastructure & seeks to enhance constructive coop within SCO
In the first years of independence Kazakhstan began exporting meat of high quality. The Government intends to stop uncontrolled growth of the number of permits creating difficulties for businesses. In 2013, Kazakhstan's GDP per capita will reach USD 13 thousand 326.
On Monday, November 25, the Vice - Minister of Justice Zauresh Baymoldina presenting the draft Code of Administrative Offences in Majilis reported that the administrative penalties to be transferred from the courts to the authorized state agencies.
Tuesday, November 26, the Government's meeting approved transport infrastructure development program until 2020. As the Minister of Transport and Communications Askar Zhumagaliyev said, by 2020 it is scheduled to renovate 30,000 kilometers of roads , 8,202 kilometers of railway lines to overhaul all the train stations. Along with the repair and construction of roads the program touches upon roadside service infrastructure and passenger traffic. By 2020 it is planned to open 75 new international air services. In general, the implementation of the program will increase the transit through the territory of Kazakhstan by two times.
Vice - Minister of Agriculture Gulmira Isaeva said on Tuesday that the project "Development of export potential of cattle meat" is being implemented ahead of schedule.
First Deputy PM Bakytzshan Sagintaev on Tuesday at a meeting of the Interdepartmental Commission on improving the licensing system reported that according to the draft law "On permissions and notifications" there will be worked out a comprehensive list of permits and uniform procedures for their imposition and lifting.
On Wednesday, November 27, Deputy Prime Minister Yerbol Orynbaev reported that within January-October 2013 Kazakhstan's GDP grew by 5.8 percent. GDP per capita in 2012 reached USD 12 million and in 2013 it is to reach USD 13 thousand 326. In accordance with the World Bank gradation since 2011 Kazakhstan has been among the countries with above-average income and is on a par with such countries as Turkey, Brazil and Malaysia.
Minister of Labor and Social Protection of Population Tamara Duisenova said on Wednesday that to strengthen employers' liability the drafts of Administrative and Penal Codes were introduced new composition of offenses named as ''wage discrimination''.
On Thursday, November 28, the Prime Minister Serik Akhmetov said at the Governmental meeting that following the year's outcome there will be made decisions on penalties for undeveloped budget.
On the same day the Government has held a round table on the Execution of the President's instructions regarding further development of Astana.
On Friday, November 29, the Prime Minister Akhmetov, speaking at a meeting of the Council of Heads of Governments of the Shanghai Cooperation Organization in Tashkent, talked about the necessity of substantive systematic implementation of action plan introducing the adopted program of multilateral trade and economic cooperation of the SCO and the list of measures for further development.
"In a fast-changing realities the SCO Secretariat needs to monitor the progress of these documents and, where appropriate, to initiate their timely updating", said S. Akhmetov.
PM also noted that formation and operation of the Development Bank and the Development Fund will increase the efficiency and attractiveness of the SCO. Akhmetov also stressed that Kazakhstan hopes for a constructive approach to the work on the program of the SCO innovative collaboration which main purpose is to increase the competitiveness of national economies.
