WEEKLY REVIEW: Innovative activity underway in Kazakhstan within state program of forced industrial innovative development
On Tuesday, August 16, the issue on readiness of the country's schools to a new academic year was discussed at the Government's session. Minister of Education and Science Bakytzhan Zhumagulov noted that the readiness level is higher than last year. 69 percent of schools with independent heating have already been provided with fuel for the coming heating season.
Kazakh Education and Science Minister Bakytzhan Zhumagulov noted that more than 260 thousand children will go to the first grade this year. Totally there will be more than 2.5 million school students in the 2011-2012 academic year. According to the Minister, there are 7,741 schools in Kazakhstan.
Minister of Healthcare Salidat Kairbekova and Minister of Emergencies Vladimir Bozhko told about the current problems in this sphere.
K.Massimov noted that preparation of schools for the academic year is a very important issue, because the beginning of the academic year touches every Kazakhstani family.
Within the state program of forced industrial innovative development support of innovative activity strengthens. As head of National Innovation Fund JSC Aidyn Kulseitov said, this year the volume of innovation financing increased fourfold.
On Wednesday Alexandre Keltchewsky, Head of OSCE Center in Astana said that Astana "Green Bridge" Initiative has huge potential at a final meeting on preparation of "Green Bridge" Partnership Program.
"The Astana initiative covers all sorts of problems of the modern world. They are promotion of green growth, low-carbon development, climate change, biodiversity, sustainable development, environmental safety and other topics. However, the initiative is largely aimed at preventing adverse events, than eliminating the environmental damage that has already taken place," notes Keltchewsky.
The Astana "Green Bridge" Initiative was proposed by Kazakh President Nursultan Nazarbayev at the III Astana Economic Forum. It was backed at the 6th Ministerial Conference on Environment and Development in Asia and the Pacific. The Partnership Program will be discussed during the seventh "Environment for Europe" Ministerial Conference which is planned for September 2011 in Astana. Then it is planned to present a draft program at the World Summit on Sustainable Development in Brazil in 2012.
On Friday, August 19, First Deputy Prime Minister Umirzak Shukeyev visited Almaty. The problem of home investors will soon be addressed.
Shukeyev held a session on the issues of modernization of housing and utilities infrastructure and visited several construction sites in Almaty.
He said that 450 construction sites have been suspended; funds of 62 thousand home investors have been frozen since 2007. To date, 57,000 homeowners have already received their apartments.
According to the First Deputy Prime Minister, Almaty region was the biggest problem area with more than 2,000 home investors. But the Akimat (city administration) has taken a number of measures to improve the situation. It is planned that 2,111 people will get their apartments in May 2012.
On Friday Minister of Justice Rashit Tussupbekov presented draft Law "On amendments to some legislative acts on improving the mechanisms of development and protection of intellectual property" to Prime Minister Karim Massimov; the press service of the Ministry of Justice reports.
Representing the bill, Minister of Justice Rashit Tussupbekov noted that it is aimed at further improvement of the mechanisms of development and protection of intellectual property.
