ASTANA. December 10. KAZINFORM /Serik Sabekov/ The Government of Kazakhstan continues preparation to the accession to the Single Economic Space within the framework of the Customs Union. On Tuesday, December 7 the Cabinet approved draft agreements on establishment of the legal framework of the Single Economic Space.

As Minister of Economic Development and Trade Zhanar Aitzhanova noted, on the instruction of the heads of state of the Customs Union there were prepared 17 agreements within the Single Economic Space formation.

"They can be divided into four groups. The first group represents those agreements which are called to ensure conduction of coordinated economic policy. The second bloc of agreements is directed to ensuring freedom of movement of capital and services. The third group of agreements is called to ensure freedom of labor movement, and the fourth one - access to natural monopolies services".

The tariff for transportation of oil and petroleum products will be unified within the Single Economic Space. Vice Minister of Oil and Gas Lyazzat Kiinov said it at the sitting of the Government representing a draft agreement on organizing, managing, functioning and developing of common markets of oil and petroleum products of Belarus, Kazakhstan and Russia.

'We will have common norms and standards for oil and petroleum products within our countries, unified tariffs for transportation of oil and petroleum products and we will have different tariffs for export and domestic markets, etc', the Vice Minister said.

Besides, Minister of Finance Bolat Zhamishev said that public procurement transparency will be provided within the establishment of the Single Economic Space. The Minister presented the draft agreement on public and municipal procurement within the SES formation.

According to him, the Agreement aims at achieving the following goals: reduction of corruption in state procurement and ensuring national regime for all three countries of the SES. "Both of them are achieved in case we transit to an electronic form of public procurement. It was decided that after the enactment of the public procurement agreement all procedures will take place in e-format".

The Minister noted that in accordance with the document, a single website in SES countries would be launched which would provide all necessary information.

According to him, Russia's public procurement volumes make USD 120 bln. In Belarus this figure is USD 7 bln and in Kazakhstan it is USD 14 bln.

On Monday, December 6, the Government approved a program of innovations development and promoting technical modernization of the intersectoral plan of scientific and technical development.

Introducing the program, Vice Prime Minister, Minister of Industry and New Technologies Asset Issekeshev noted that the innovation program was developed within the framework of implementation of the President's program on industrialization.

According to him, all sectoral programs were elaborated and approved during the year.

Vice Minister of Industry and New Technologies Nurmukhambet Abdibekov announced that the program of innovations development and promoting technical modernization of the intersectoral plan of scientific and technical development will be implemented in two stages.

As the Vice Minister emphasized, the program aims at building a national innovation system which will ensure improvement of the economy's competitiveness. "Its main purposes are assistance to technological modernization, their own competencies creation and innovation area development", N.Abdibekov noted.

According to him, at the first stage the system of technological development management will be created, regulatory and legal framework will be improved, new types of innovation development programs will be elaborated, a system of analytic support of the innovation development processes will be launched.

"The second stage is characterized by systematic application of new programs and instruments of innovation development support which would be elaborated at the first stage", N.Abdibekov resumed.

Within the frameworks of innovations development and promotion of technical modernization permanent consultative-advisory authorities will be established under the Government of Kazakhstan and an authorized body.

Deputy Minister of Industry and New Technologies Nurmukhambet Abdibekov made it public at the session of the Government on Monday.

The same day at the Government's telephone conference Prime Minister Karim Massimov reminded of the responsibility for delay in the launch of the projects within the State program of forced industrial-innovative development. As earlier reported, the launch of 80 projects of the Program is scheduled for December 21, 2010 with the President's participation.

On Wednesday, December 8, Prime Minister Karim Massimov familiarized with construction process of sports facilities for the 7th Asian Winter Games in Astana. In particular, the Head of the Government surveyed a skating rink, cycle track and reconstructed the Sports Palace 'Kazakhstan'.

'As you know 56 days left till the start of the Games and the Prime Minister visited sports facilities of Astana to check out their readiness', Vice Minister of Tourism and Sport of Kazakhstan Talgat Ermegyaev said. 'The facilities are ready 99 percent and they will be ready 100 percent by the time of the start of the Games', he added.

We remind that the Asian Games 2011 will be held in Astana and Almaty from January 30 to February 6.
