WEEKLY REVIEW. All presidential instructions to be strictly controlled and fulfilled - Kazakh PM Massimov

ASTANA. April 22. KAZINFORM /Serik Sabekov/ On April 17 the Government of Kazakhstan was given a number of strategic tasks for medium- and long-term perspective.

"We are implementing the program of forced industrial-innovative development, program on development of education and health. We adopted the main strategic documents for all industries, developed programs to support business. Presently, Kazakhstan is preparing to launch people's IPO. All this will ensure our post-crisis development. Our main goal is to realize all the adopted programs," President Nursultan Nazarbayev said at the extended session in the Government, which was held with participation of the Parliament deputies, heads of central executive bodies, governors, mayors of Astana and Almaty cities last Sunday.

"In the nearest five years we should join countries with high income," N.Nazarbayev noted.

Speaking at the session Prime Minister Karim Massimov said that over the past two weeks all government authorities were formed.

"All the tasks you have outlined in the Kazakhstan Development Strategy till 2030, Strategic Plan till 2020, state-of-the-nation address as of January 2011, speech at the congress of Nur Otan Party, your inaugural speech and today are very specific. I would like to assure you on behalf of all those present here today that they will be strictly controlled and your instructions will be fulfilled," Massimov said addressing the President.

Next day the Government held a special sitting, where the Prime Minister gave a number of tasks to the ministries and agencies. In particular, the Head of the Cabinet instructed to take additional measures to reduce the debts for utility services in Kazakhstan. Besides, the Premier urged the Ministry of Communications and Information in cooperation with Kazakhtelecom JSC in two weeks to submit to the Government a plan on introduction of 4G standard on the basis of Kazakhtelecom, improve the quality of public services provided by Public Service Centers.

In addition, K. Massimov charged the Ministry of Foreign Affairs together with Ministry of Labor and Social Protection till June 30 to present proposals on introduction of principles of open migration for highly-qualified employees. The Ministry Economic Development and Trade was instructed in two weeks to prepare calculations of economic growth targets for each sector of economy.

Massimov reminded that at the Government's extended session President Nursultan Nazarbayev set the task to join the group of countries with high-income economies. "To reach this goal Kazakhstan's annual economic growth rate must be not less than 7%," he stressed.

On Wednesday, April 20, the Government held a telephone conference on the issues of sowing campaign.

"This year the area of the cropland in Kazakhstan will make 21.3 mln ha," Minister of Agriculture Assylzhan Mamytbekov informed. As he noted, the area of cropland for forage and grain legumes, fruit and vegetables, cotton and sugar beet will be increased. "Preparation for the spring sowing campaign is carried out on schedule. We've taken all necessary measures on financing. KZT 88.2 bln will be allocated from the national budget and KazAgro Holding for the spring-sowing campaign", he added.

On Thursday, April 21, the governmental commission headed by First Vice Prime Minister Umirzak Shukeyev visited flood-hit areas in West Kazakhstan region.

As reported earlier, floods in western Kazakhstan began in early April. Spring flooding hit 22 towns and villages in the region. Emergency forces rescued 615 people, evacuated 8,852, including 150 children. To combat floods and their impact the Government allocated KZT 870 million.

"Now people are not in danger, because those who were in dangerous areas have been evacuated to other places of residence: they were provided with food, medical aid. Emergency services on duty around the clock," Kazakh Minister of Emergencies Vladimir Bozhko stated.

The minister said the preliminary data on the damage caused by the natural disaster is more than KZT 10 bln.
