VI Astana Economic Forum: Development of human resources is very important for innovation growth

ASTANA. May 20. KAZINFORM The problem of the competitiveness of the state can not be solved without disclosure and implementation of the innovative potential of society - the main strategic resource of any country. Our country is actively pursuing a policy of forced industrial-innovative development Head of division , Cooperation with Russia and CIS, Ministry of Education and Research of Germany Michael Schlicht stated his view on this issue in an interview with Kazinform correspondent.

- What, in your view, is the potential of Kazakhstan on the way of industrial-innovative development?

In recent years, Kazakhstan has implemented a number of initiatives to strengthen science, technology and innovation system for the economic development of the country, one of which may be called the Development Strategy of Kazakhstan until 2030, and today we are talking about "Kazakhstan - 2050" Strategy.
An intention to make a real change is significant as in infrastructure, and in the highest political levels. For example, in 2011 a unique "Nazarbayev University" was founded and extremely important "Law on science" was adopted. And the Message to the People of Kazakhstan's President in 2012 can be viewed as a benchmark for large-scale synthesis of research and innovation.
The Government of Kazakhstan today underlines that will make great efforts to build the country's conceptual and legal framework for the new system of science and technology. In particular, it is planned to conduct foresight studies, the increase in spending on science, and commercialization of research results. This is certainly a step in the right direction. The concept also makes the development of human resources in the center, and from pre-school education and lifelong learning, which is important for innovation.

- Do you think our state is on the right way, clearly defining its research and innovation challenges?

Each country has a different capacity - in terms of innovation, and this potential depends on accurately identified priorities and the intensity with which innovation policy is promoted. I have a feeling that in Kazakhstan innovation policy has a high priority.
The state programs for the development of innovations and support for technological upgrading, which clearly set out the aims, objectives and expected results are the evidences.

- And the last question: what should one expect from the Innovation Congress included in the program of the upcoming VI Astana Economic Forum?

- Innovative Congress, which is held every year in Kazakhstan, is a key event for innovation in the country. This year it will bring together high level speakers and it organizes interesting discussions to debate the prospects of innovation cooperation. This provides another opportunity for Kazakhstani specialists to make important contacts with their colleagues, especially the European ones. I see the possibility of such cooperation with German partners and look forward to the real results of our partnership in the field of innovation.
