Vladimir Lisin with 28.3 billion dollars tops the list.

"The result was predictable for those who follow quotations of the Novolipetsk Metallurgical Works, which he owns, as the company is the basis of his fortune," the magazine reads. "Over 2010, the price of the company raised by 1.5 times, and even with this package only he could've be ahead of Mikhail Prokhorov /22.7 billion dollars/, ranked second, who owns Polyus Gold and Rusal companies."

Usmanov ranks third - the Finance Magazine estimates his capital at 19.9 billion dollars.

"It is highly probable that the company may have an IPO in 2011 already, and even the time of spring or autumn was mentioned," the magazine reads. "Analysts say that Metalloinvest's capitalisation may exceed 20 billion dollars."

Besides, "the timely diversification towards telecommunications and the Internet assets was positive." The shares of Megafon, which Usmanov got cheaply, ranks second in revenues, leaving Vympelcom behind. Usmanov's other asset - former DST fund, presently Mail.Ru Group, had a successful IPO in 2010; Kazinform cites Itar-Tass.
