URGENT: 38 people dead in fire at psychiatric hospital near Moscow

MOSCOW. April 26. KAZINFORM - At least 38 people died early Friday in a fire at a psychiatric hospital near Moscow, Russian Health Ministry officials told state-run news agency RIA Novosti.
The fire appears to have been sparked by an electrical short, the news agency said.
Three people escaped the fire, the report said.
Heavy smoke is hampering efforts to recover bodies from the destroyed one-story building, the news agency said.
