Two-tier system of penal actions to be implemented in Kazakhstan - Prosecutor-General's Fisrt Deputy

According to hi s words the most important innovation of the Criminal Code project is the introduction of a two-tier system of penal actions consisting of acts of crime and criminal infractions that are at the confluence of administrative offenses and crimes. Criminal infractions now include a number of administrative offenses against person, the rights of minors, public safety and public order.
