Transport Ministry: Personal responsibility initiated for construction quality

In particular, this refers to engineering companies and professionals who will be engaged in contract technical quality control.

In the proposed changes to the bill it is offered to institute personal responsibility for improper quality of all types of repairs, including the current and the average ones.

Earlier, the legislation contained information about responsibility of contractors who perform major repairs or road reconstruction.

"The draft law suggests that the engineers overseeing the construction, reconstruction or repair of the site, in case of violations of them, may be deprived of a named certificate. After that, the engineer will not be able to carry out these activities. In addition, while choosing an engineering company priority will be given to those firms who have previously worked according to international contracts, " reads the statement pof the authority.

In the field of road construction it is planned to introduce the basic principles of FIDIC. This is a model contract, which is designed by the International Federation of Consulting Engineers. These principles have been successfully used in the construction of roads around the world.

However, the Ministry of Transport and Communications will remain with strategic and current planning as well as examination of construction quality.

It should be recalled that last week at the plenary session of the Majilis of Kazakhstan's the Parliament, the bill "On reforming the road sector of Kazakhstan" was approved in the first reading.
