ASTANA. May 19. KAZINFORM /Muratbek Makulbekov/ Issues of further joint cooperation in development of juvenile judiciary were discussed at a meeting of Chairman of the Kazakhstan Supreme Court Musabek Alimbekov with Project Coordinator of the Friedrich Ebert Foundation for Kazakhstan and Central Asia Wulf Lapins today.
According to the Supreme Court?s press service, the Friedrich Ebert Foundation pursues the goal of assisting to political and public education of the people in the spirit of democracy and pluralism, striving for development of the dialogue between the East and the West and contributing to the development of democratic structures. Formation and development of juvenile judiciary in Kazakhstan is one of the spheres within which cooperation of the Kazakh Supreme Court and the Foundation develops.
In the course of the meeting M. Alimbekov noted that establishment of juvenile judiciary system in Kazakhstan was directed to bringing up young generation, full-fledged development of the citizens of the republic. Namely education not punishment should become the main principle of the juvenile courts in Kazakhstan, he stressed. Our experts have studied international experience and attracted specialists from international organizations before establishing such courts in Astana and Almaty cities. Two years of their functioning have showed their necessity to our country.
Professor W. Lapins in turn noted that juvenile law cannot be completed. Time changes and youth?s moral changes. Although Germany has a developed juvenile judiciary problems do not disappear, they change and modify. Teen crimes fall primarily on the age from 14 to 18. Namely this age category is given special attention of the community while creating the system of preventive measures.
