The Russian government suspended grain exports in early August due to severe drought conditions that ruined much of the harvest. The embargo lift will be discussed when next year's harvest is collected and the grain balance is drawn.

Russian producers have a sufficient potential, competitive advantage and ambitions to return to the world grain market, Putin said. "The government guarantees support," he added.

About 40 billion rubles were assigned for cleaning up the drought aftermath, Putin said. He noted that the government also helped farmers reschedule their loans.
