Resetting political and economic systems: How Kazakh President’s decree in field of human rights works
On December 8, 2023, prior to the celebration of 75 years since the signing of the Universal Declaration of Human Rights on December 10, Head of State Kassym-Jomart Tokayev inked the third decree in the field of human rights and rule of law as well as the Action Plan for its realization, Kazinform News Agency cites Akorda.

The Action Plan draws special attention to the key areas such as empowering vulnerable groups of population, including protection of women, children and persons with disabilities, tightening criminal responsibility for domestic violence as well as enhancing labor rights and upholding freedom of association and so on.
Cooperation with international partners, including the UN and OSCE, has paved way for successful implementation of the Kazakh President’s decree during the present year as well as adoption of the best world practices in the field of human rights.
The country undertook a comprehensive political reform upon the initiative of the Head of State, introduced the constitutional changes, strengthened human rights institutions, adopted systemic measures aimed at increasing the living standard, combatting corruption and inequality, thus triggering a full reset of political and economic systems of governance.
A number of systemic reforms were carried out in the field of human rights and further democratizing the country, among them are demolishing the death penalty, enhancing human rights protection mechanisms, improving social protection, strengthening the rights of children and persons with disabilities, criminalizing domestic violence, establishing posts of special advisors on gender issues, adopting two national plans on gender equality, protecting children’s rights, tightening legal measures to combat human trafficking, enhancing measures to combat torture, promoting social reintegration of offenders, ensuring legal protection of refugees and labor safety standards.
The country’s work on the implementation of the Presidential decree in the field of human rights and rule of law confirmed its commitment to the fundamental principles of the UN as well as its unwavering determination to building a democratic society based around the principle of rule of law and order.
