Public health protection is priority of state policy - President's Address to Nation

Salauatty Kazakhstan for 2011-2015 which is under special control of the Government.

The program includes several directions: improvement of cross-sector and interdepartmental collaboration in public healthcare, strengthening preventive measures, screening studies, improvement of diagnostics, sanitary-epidemiological service etc.

Along with this the program is aimed at improvement of organization, management and financing medical care within the Unified National Healthcare System, improvement of medical pharmaceutical education, development of innovative technologies in medicine and ensuring quality of the pharmaceuticals.

As a result of the Program's implementation every Kazakhstani citizen will have a fair access to high-quality, modern medicine.

Every citizen of Kazakhstan will have a right to choose a doctor, hospital and clinic or family doctor. The people will have an opporunity to undergo surgeries in regional centers for heart, vascular diseases and others. Every Kazakhstani will have an opportunity to undergo a full medical examination within the National screening program. Vaccination coverage against pneumococcal infection is planned.

The medico-social problems are also among must-be-solved ones. The Ministry of Health also plans to introduce preferential distribution of medicines.

KZT 552.3 bln is envisaged in total for the Program's implementation. The realization of the Program is expected to increase life expectancy to 70 years by the end of 2015 and reduce overall mortality by 20 percent, maternal and child death - by 1.5 percent.

One of the important directions of the Program is 'human factor' which means salary increase for healthcare workers, improvement of medical education, etc.

At a special conference held in June in Zhambyl region Karim Massimov noted that the Program should be beneficial both for healthcare workers and patients.

Deputies of the Parliament, majilismen suggested establishing mobile hospitals on the ground of the Republican Center for Disaster Medicine of the Emergencies Ministry or the Ministry of Healthcare that will be able to send mobile medical teams to any region of the republic.

Besides, the Premier within his working trip to Akmola region on July 7 said that so-called 'hospitals on wheels' will be assembled in Kokshetau. These mobile medical units will be operating in localities sufferring from lack of qualitative and prompt medical care. According to him, the country requires around 50 of such units.

K. Massimov also urged the Government to consider the issue regarding allocatiion of funds for providing the regions with drinking water, a vital issue to date. Providing the citizens with high-quality social, housing and public utility services is of great importance, the Presidential Message reads. Successful realization of strategic modernization of the country depends on the authorities' awareness of social and physical well-being of the citizens of our country.
