Prosecutor General: Number of applications on torture has tripled in the past two years

ASTANA. November 1. KAZINFORM The number of complaints of torture over the past two years has tripled, says the press-service of the Prosecutor General of Kazakhstan.
"If in 2011 there were 187 allegations of physical abuse by the police, in 2012 there were 602, and for the first 9 months of this year there has already been 662 of them", the report reads.
The largest number of such complaints this year happens to be in Pavlodar (174) , East Kazakhstan (132), South Kazakhstan (80), and Karaganda (76 ) regions. Upon review of the applications of torture in 2011 there were initiated 11 criminal cases, in 2012 - 27, and during the first 9 months of this year - 22.
"As a rule, the main causes of violations of the pre-trial stage of the criminal process is rush for performance, lack of knowledge of the legislation, as well as the corruption component ", explains the prosecutor's office.
