President's Address to determine Kazakhstan development way for next decade: K.Tokayev

"In my opinion, the uniqueness of the Address is in the fact that it was developed at the end of the global financial crisis amid complete uncertainty in the world. The value of the Strategy is proved by the fact that it contains the key provisions and indixes of socio-economic growth of our state till 2020", K.Tokayev said.

The Speaker noted that due to well coordinated teamwork of the Government and the Parliament and through realization of the anti-crisis program the country managed to mitigate the affect of the world crisis and finish the year of 2009 with positive results.

"Recently, Strategic Development Plan of Kazakhstan till 2020 was approved by the Decree of the President. The efforts of the Government will be concentrated on five key directions: preparation to the post-crisis development, accelerated diversification of the economy, investments to the future, services for citizens, provision of the international accord, security, stability of international relations", the Speaker said.

K.Tokayev stressed that the success of realization of the Plan will be estimated by the quality of legislative acts. Therefore, the main goal of the Senate is to provide timely and qualitative consideration of laws necessary for the country and its people.

The deputy corps is expected to consider a new law on special economic and industrial zones aimed at promoting their attractiveness for investors. The issues of modernization of the mechanisms of state-private partnership are of special importance as well.

"Forced industrialization of the state should be based on innovation technologies, new products and effective management. Modern economy needs development of scientific potential. Thus we have to create a brand new legal base for provision of state support to our science", K. Tokayev said.

He also noted that this year it is necessary to introduce amendments to the legislation on concessions and on creation of special project organizations.

"The Head of the State lays emphasis on reforming of law-enforcement system. The President pointed out some shortcomings in the work of law-enforcement bodies. The coming reform should ensure optimization of the system with clear definition of competence of each body. The most important is to humanize our laws, improve their quality and establish a reliable parliamentary and public control. Ensuring human rights should be considered as a priority state task", the Speaker noted.

In conclusion he noted that main achievement of independent Kazakhstan is the internal political stability based on interethnic and interconfessional accord.

"We, the citizens of Kazakhstan, should join efforts and rally around the national idea set by the President", K. Tokayev said.

Besides, he noted that the Parliament deputies should contribute to Kazakhstan's chairmanship in the OSCE through active participation in the work of the OSCE Parliamentary Assembly.
