Parliamentary hearings in Senate discuss protection of national producers

KAZINFORM - Senate of the Parliament of the Republic of Kazakhstan has held parliamentary hearings on "Legislative support and protection the interests of national producers and government support in terms of Eurasian integration and accession to World Trade Organization", the press service of the Senate of the Kazakh Parliament reports.

The event was attended by MPs, heads of Government agencies, representatives of the regions, the business community as well as experts.

Opening the hearings, the chairman of the Senate Kassym-Jomart Tokayev stressed that Kazakhstan's legislators are actively working to promote integration within the Customs Union and the Common Economic Space.

The speaker drew attention of the participants on the words of the President of Kazakhstan, Nursultan Nazarbayev, voiced ​​during the Government session of October 11, that integration is life's requirement "that is why it is necessary to develop a common picture of integration, work out all the possible alternative courses of action, make analysis of possible benefits and loss for Kazakhstan".

Speaking at the meeting Secretary of the Senate Committee on Economic Development and Entrepreneurship Sarsenbay Yensegenov has detailed the legislative provision of protection and domestic support of local entrepreneurs in terms of the Eurasian integration and accession to the WTO. He stressed that for national economy competitiveness improvement via stimulating the development of priority sectors there was adopted the Law "On state support of industrial innovation activity" which sets out measures of state support for industrial innovation. In accordance with the instruction made by the Head of State there will be drafted Entrepreneurial Code and draft law "On permissions and notifications" providing binding safeguards against any bureaucratic harassment in regard with businesses.

Since the establishment of the Customs Union foreign direct investment in the manufacturing sector of Kazakhstan increased by 88.9 % from USD 1.8 billion in 2009 to USD 3.4 billion in 2012. Moreover there have been positive changes in the structure of bilateral trade with the CU states. Thus, since the formation of the CU Kazakhstan's goods exports to Russia increased from USD 3.5 billion to 6.7 billion. This has been reported by the Minister of Economic Integration Zhanar Aytzhanova.

First Vice -Minister of Industry and New Technologies Albert Rau has informed about the enhancement of the National Export Strategy. It is an important component of the system to support and stimulate exports and increase the role of Government and extent its involvement in export problems solution. In this regard, one of the important parts of the strategy is to create a network of sales offices, special institutions for export promotion with the participation of representatives of the Ministry of Foreign Affairs and the National Chamber of entrepreneurs.

Akim of West Kazakhstan region Nurlan Nogayev, the First Vice-Minister of Regional Development Kairbek Uskenbayev, the Vice Minister of Agriculture Muslim Umiryaev, the Deputy Chairman of the Agency for Protection of Competition Timur Baimukhanov and board member of the National Chamber of entrepreneurs Rahim Oshakbayev also spoke at the parliamentary hearings.

According to the results of the parliamentary hearings there were developed recommendations aimed at ensuring the interests of domestic exporters, the implementation of all the benefits of membership in the WTO, the protection of sectors of Kazakhstan's economy and domestic manufacturers in connection with the world market opening.
