OSCE Expert Seminar on electronic voting one of most important initiatives of Kazakhstan’s presidency in OSCE - Chairman of Central Election Commission of Russia Vladimir Churov

VIENNA. September 17. KAZINFORM /Timur Bekturganov/ The OSCE Expert Seminar on electronic voting is one of the most important initiatives of Kazakhstan as a presiding country in the OSCE. Chairman of the Central Election Commission of Russia Vladimir Churov said it at the Seminar 'Present State and Prospects of Application of Electronic Voting in the OSCE participating States' at the headquarters of the Organization in Vienna on September 16.

Mr. Churov noted that Kazakhstan's initiative to hold the seminar on this topic was truly wise because this was the most relevant within humanitarian dimension of the OSCE. Several countries have already been using the system for a while, many countries still consider advantages and disadvantages of the system and a number of states is adherent to traditional form of electoral processes.

According to him, this OSCE Seminar is a great 'platform' not only for exchange of views, experience but for detection of system failures, consideration of advantages and discussion of the prospects of the system.

Mr. Churov also told about the Russian experience of so-called 'paper' voting. In particular, according to him, Russian President Dmitry Medvedev approved program on development of e-voting till 2015. In accordance with this program 15 percent of the Russians are to vote electronically but not distantly and directly at the voting stations till 2012. It should be mentioned that the bill regulating remote voting has already been developed and is to be considered in the State Duma.
