"As for the countries that will not join this process the UN Security Council must take measures up to sanctions and coercion. It is necessary to hold expertise of all current international acts in the field of non-proliferation and struggle against nuclear terrorism and bring them into one program-strategic document - new universal treaty on global vertical and horizontal non-proliferation and destruction of nuclear weapons. Such document will be aimed at guaranteeing non-use of double standards and particular mechanisms of sanctions against its violators", N.Nazarbayev said.

The Kazakh President noted that all member states of the Treaty on non-proliferation of nuclear weapons have a right to develop and use peaceful nuclear energy on the basis of compliance with all requirements of the IAEA.
