Askar Zhappar has been appointed Chief of Staff at the Ministry of Foreign Affairs of Kazakhstan, Qazinform News Agency reports.

New chief of staff named at Kazakhstan's Foreign Ministry

Askar Zhappar has been appointed Chief of Staff at the Ministry of Foreign Affairs of Kazakhstan, Qazinform News Agency reports.

Askar Zhappar was born on March 23, 1982, in Shymkent. He graduated from the South Kazakhstan State University in 2003 and from the Diplomatic Academy of the Russian Ministry of Foreign Affairs in 2022.

He began his career as an accountant in the Justice Ministry's penal system (2003-2004).

From there, Zhappar held the following positions:

  • 2004–2006 – Lead Specialist, Chief Specialist, Astana City Administration's Housing and Utilities Department.
  • 2006–2008 – Assistant to a Deputy of the Majilis of Parliament of Kazakhstan.
  • 2008 – Chief Consultant, Support Department of the Committee on International Affairs, Defense and Security at the Majilis.
  • 2008 – Section Head, Editing and Translation Department, Majilis.
  • 2008–2015 – Various roles within the Ministry of Foreign Affairs of Kazakhstan.
  • 2015 – Executive Director, Sary-Arka Corporate Fund, Department of Presidential Affairs of Kazakhstan.
  • 2015–2016 – Facilities Manager, Directorate of Burabay Damu LLP and Okzhetpes Medical and Wellness Complex, Department of Presidential Affairs of Kazakhstan.
  • 2017–2018 – Head of Cataloging and Information Technology, Acting Director of the State Archive.
  • 2018–2020 – Head of the Official and Protocol Events Department of Diplomatic Service State Enterprise, Ministry of Foreign Affairs of Kazakhstan.
  • 2020–2023 – Administrative and Economic Officer, Kazakh Embassy in the Russian Federation.
  • 2023–2026 – Director, State Residences Directorate, Department of Presidential Affairs of Kazakhstan.
  • 2026 – Director, Support and Document Management Department, Ministry of Foreign Affairs.

Since August 20, 2026, he has served as Chief of Staff at the Ministry of Foreign Affairs.

Earlier, Qazinform reported that the Kazakh Foreign Ministry named a new official spokesperson.
