Mutual recognition of authorization documents in Eurasian Economic Union suggested

Specialists believe that technical regulations represent one of the most complicated parts of the Eurasian Economic Union foundation treaty. The technical regulation authorities have failed to find a common ground so far, explained Roman Brodov. However, in order to remove technical barriers in trade, the full-value introduction of the concept of mutual recognition in the Eurasian union will suffice. The concept is built around the mutual recognition of certificates and regulations: whatever is good for consumers in one country should be acceptable for another union member state. The mutual recognition principle would allow really improving the business environment for companies, the Belarusian Economy Ministry representative is convinced.

The approach is used in the European Union with positive effects, noted Roman Brodov. "We believe that if the sides have no intention of using technical regulations against each other as a substitute for restrictions, then the suggested approach would be least burdensome for consumers and businesses".

Belarus has several remarks and proposals regarding a number of key positions in the negotiations on the draft Eurasian Economic Union treaty. For instance the suggestion to apply antidumping duties to previously imported commodities is an arguable point. "We argue against such initiatives because we believe that foreign trade entities should have understandable and predictable conditions for their work," specified the department head.

In turn, as part of the effort to bring about the common market of services in the Single Economic Space Belarus suggests enabling the common market of transport and civil engineering services by 1 January 2015. The Economy Ministry also expects that the Eurasian Economic Union foundation treaty will address the issue of the national treatment of food and gear supplies for defense purposes. As far as agriculture is concerned, Belarus insists on keeping the existing procedures the way they are as well as the level of state support commitments, BelTA reports.

What has been said, undoubtedly, represents internal matters of the negotiation process, said Roman Brodov. Compromise results of the negotiation process will evolve into the Eurasian Economic Union foundation treaty.
