Modernization of trade union institutions to be held in Kazakhstan

"The new law on trade unions will give a new impetus for development of these associations in Kazakhstan which can prove they are able to protect the interests and rights of the workers and can be social partners of the state and business representatives," S. Mynbayev said.

As he noted, adoption of this new law is a necessary measure for development of trade union movement in the country.

Besides, S. Mynbayev told about a number of proposals which the Federation intended to put forward when considering the new law by the working group. The main of them were the recommendations for making the role and responsibilities of trade union associations clear and definite.

"We think that this law will clearly define the role and place of trade unions in the society including their role in regulation of labor disputes. I think that the rights and liabilities of trade unions, their responsibilities in regulation and protection of social and economic rights of the workers will also be defined," he noted.

The Head of State told about the necessity to modernize trade union institutions. In the interview S. Mynbayev emphasized that modernization of trade union movement would allow to address the issues of labor relations more effectively.

He also stressed a necessity to conclude bargaining agreement with required involvement of trade unions which would resolve a problem of the effectiveness of these agreements.

"The Law "On trade union associations" must provide for the liability of trade unions and employers and find the ways for trade unions to protect the rights of the workers by using bargaining agreements. We think it should the same at all levels - national, regional, sectoral and business levels for executive bodies, employers and employees," S. Mynbayev added.
