Legal framework for attraction of investments to housing and utilities sector formed

ASTANA. February 27. KAZINFORM The Complex Plan on energy efficiency places special emphasis on the housing and utilities sector, Alexander Belyi, Manager of the UNDP-GEF project said in an exclusive interview for Pm.kz site.

"The housing and utilities sector has unused potential for energy efficiency and energy conservation. Therefore, it is necessary to regulate the supply of heat energy to the buildings depending on the actual weather," A.Belyi said.  

The Plan also provides for attraction of private investments to modernization of houses, in particular, to thermal modernization, installation of metering devices, automated heating units. The decision regarding development of a special legal framework for introduction of this model in Kazakhstan was made.

"Jointly with the Ministry of Industry and New Technologies we will work on the formation of a legal basis for investments development. Besides, a number of trainings will be organized in March this year in order to prepare the investment companies in the housing and utilities sector," A.Belyi added.

He gave examples of several pilot projects on regulation that allowed to reduce the energy consumption to 20-25%, payments - to 20-30% and prevent greenhouse gas emissions by 50-70 tons per one house during the heating season.  

Besides, A.Belyi said that heat energy saving made 20-25% during the recent months.  

The key task today is to ensure investment attractiveness of the housing and utilities sector. Therefore, the work on development of investment mechanisms necessary for increase of energy efficiency is currently conducted.

Due to implementation of the Complex Plan the energy efficiency is planned to be increased by 10% by 2015 and 20% by 2025.
