Land glut or demand exceeds supply
As a result currently in the city the demand, according to the existing queue, exceeds project opportunities of the general layout of the capital 6.3-fold.
“It’s impossible to provide land plots for individual housing construction to all applicants, because the number of people in the waiting list (approximately 100 000 people) exceeds 4-fold the area of plots allocated for individual housing construction in accordance with the General Layout of Astana city to 2030. As of today, in order to provide 1000 land plots 6.5 bln tenge are needed from the budget for life support systems equipment and infrastructure development”, - reported the head of the Administration of land relations Toleugazy Nurkenov.
This year special interdepartmental working group has been created to work out proposals for improvement norms of the applicable legislation regarding providing of land plots for individual housing construction. In this order the group has performed an analysis of the existing queue of citizens for land plots for individual housing construction.
So, following the results of the analysis of the people on the waiting list, their major part is constituted by 53 359 people, or 55.7%, who have or previously had land plots, apartments, individual residential houses of other real estate objects including commercial ones.
In addition, 11.3% from the total number of people in the waiting list actually live in other regions of the republic, so these citizens do not belong to the category of people who are in need of getting a land plot for individual housing construction within the territory of the capital.
Along with that, the number of people from vulnerable categories of the population amounts to only 1.6% from the total number of citizens in the waiting list.
At the same time, in case if land plots are provided to them for individual housing construction, such categories of people can’t build a house on their own in accordance with architectural and urban planning norms and requirements and develop a land plot.
Meanwhile, a good rule of thumb states that the number of applications from citizens for land plots for individual housing construction increases year after year; and local executive bodies have to register these applications in the queue in spite of impossibility of their performance. As a result currently in the city the demand, according to the existing queue, exceeds project opportunities of the general layout of the capital 6.3-fold.
Along with the held analysis, the state authorities involved in the working group have introduced and considered proposals on improvement of norms of the applicable legislation regarding providing of land plots for individual housing construction, and an analysis of foreign practice has been performed.
For example, in former Soviet Union countries Belarus and Uzbekistan free providing of land for individual housing construction is performed based on the scheme: one land plot for one family. In the Russian Federation the norms of free land provision for individual housing construction differ considering regional peculiarities and actual opportunities of residential settlements; in particular, in Moscow city free land provision for this purpose is not provided, along with that there is such opportunity in other regions of the Federation.
