Kyrgyzstan leader says return to presidential system unlikely
"This parliament will not agree to give more power to the president, regardless of who comes to power next. It (parliament) will not share its power," Otunbayeva told Interfax, saying the country was not likely to return to a presidential system.
A decree introducing the constitution said the functions of the president, the parliament speaker and the prime minister would not be changed until 2020, Otunbayeva said.
"This principle leaves practically no room for compromise," she said.
There have been fierce disputes in Kyrgyzstan in recent years on whether the country should adopt a presidential system, a presidential-parliamentary system or a parliamentary-presidential system, which has greatly hindered the country's social and economic development.
