Kazakhstan Unified National Health System improves quality of health services

It was noted that the introduction of the Unified National Health System allowed to get many problems in healthcare sphere off the ground. During the last six months a competitive climate between medical organizations was created, uniform fees for medical services were established, patients' rights to free choice of a medical organization were ensured.

As the Ministry's representatives noted, due to the system Kazakhstanis get an opportunity of interregional hospitalization and admission to the national clinics and medical centers. Though last year it was possible only on a fee or quota basis.

According to the them, the health system in regions got new opportunities for development after the introduction of the Unified National Health System. For instance, such high-tech and popular surgery as aortocoronary bypass was held in the regions twofold more times in the last six months than in 2009. Besides, for the first time 102 replacement arthroplasty were conducted in region. Taking into consideration the fact that earlier patients had to go to Astana or Almaty for such surgeries, these figures showed serious breakthrough in the Kazakh medicine.

Another important result of the work was provision of equal opportunities for purchase of medical services. This was done for the development of the private sector in the healthcare. To date 103 agreements on medical care were signed with non-governmental hospitals and medical centers.

The participants of the sitting noted that maintenance of the basic principles of the system - the right to free choice of medical organization and adequate tariff policy - promoted development of competitive environment.

According to new tariffs the cost of the treatment varies depending on complexity of the case. For instance medical institution receives KZT 26.6 thousand for treating uncomplicated acute appendicitis and KZT 249.8 thousand in case of peritonitis.

The new system changed internal management and stimulated differentiated payment to healthcare workers.

The works on further development of healthcare system will be continued in the second half of the year. Preventive measures on unjustified hospitalization will be taken as well as improvement of non-stop drug provision. Besides, it is planned to introduce a leasing system for acquisition and use of expensive equipment and ensure financing of medical institutions in remote rural areas.

In addition, the implementation of new international technologies will continue in scientific centers, national hospitals, clinics and in the National Medical Holding.
