Kazakhstan to send flight recorders retrieved from crashed AZAL plane to Brazil
The Commission for Investigation of the Aviation Incident led by Transport Minister of Kazakhstan Marat Karabayev announced this decision on Sunday, December 29, Kazinform News Agency reports.

In accordance with Annex 13 of the Chicago Convention, the state investigating into the aviation incident must ensure that the black boxes are analyzed and is responsible for choosing the country for reading and decoding the black boxes.
Kazakhstan ratified this convention in 1992. The country is also a member of the International Civil Aviation Organization.
Based on the abovementioned document, as well as in line with the recommendations of ICAO and consultations held with the aviation authorities of Azerbaijan and Russia, the Commission for Investigation of the Aviation Incident led by Minister of Transport of Kazakhstan Marat Karabayev decided to send the flight recorders (black boxes) to the Aeronautical Accidents Investigation and Prevention Center (CENIPA) to Brazil, the country which manufactures Embraer aircraft.
The issue is under personal control of the President of Kazakhstan.
As earlier reported, the Azerbaijan Airlines plane, which was operating a flight en route Baku-Grozny, crashed December 25 near Kazakhstan's Aktau city.
At a briefing, Abylaibek Ordabayev, the Transport Prosecutor of Mangistau region, reported that black boxes from the crashed plane had been recovered.
On December 28, the President of Kazakhstan held a meeting after the plane crash near the city of Aktau. The Head of State said all the emergency services acted as one at the moment of the plane crash, and search and rescue operations were carried out at a high level.
In an interview with Azerbaijan TV, President Ilham Aliyev thanked Kazakhstan for rescue efforts and assistance provided to the survivors.
