Kazakhstan science to undergo drastic reforms - Education and Science Ministry
She said it at a press conference on reforming Kazakhstan science and adoption of the abovementioned law.
According to her, the bill stipulates new systems of management of science and its financing. First of all, administrative and scientific management will be separated.
"While implementing scientific projects our scientists face a number of bureaucratic barriers. The draft law provides for establishment of new scientific councils in all directions. The councils will consist of leading Kazakhstan and foreign scientists. Creating such councils will promote implementation of the projects", S. Ismagulova noted.
As for the financial part of the bill, it is supposed that financing the projects will be carried out in three forms - basic, program-targeted and grant forms. The aim of the basic financing is to preserve and maintain the existing scientific potential and state scientific organizations. The funds will be spent for payment of the scientists' labor and maintaining infrastructure. Program-targeted financing will be performed on a contest basis for fulfillment of strategically important state tasks. And the last form provides for raising competitiveness of the domestic scientific organizations and scientific potential.
