Kazakhstan reached next phase of Strategic Development Program implementation - Kazakh Ambassador to China
According to I.Adyrbekov, the historic significance of the year of 2009 lies in the fact that it was a year of completion of the first 10-year plan of "Kazakhstan 2030" Strategy. Over this period the GDP doubled, wages increased repeatedly. "Kazakhstan reached the next phase of implementation of the strategic development program, which will cover the period from 2010 till 2020. The President's Message "New Decade - New Economic Growth - New Opportunities of Kazakhstan" was devoted to this issue. In this connection by the Kazakh President's Decree Strategic Development Plan of Kazakhstan till 2020 was approved", the Ambassador noted.
In accordance with the schedule set, by 2020 Kazakhstan's GDP will increase by one-third against 2009; unemployment rate will not exceed 5 percent; a manufacturing share of the total GDP will make up 13 percent; a share of non-oil and-gas exports in total export will increase from 10 percent to 45 percent.
The economic diversification will be ensured by priority development of such directions like oil refining and infrastructure of oil and gas sector; metallurgy and fabricated metal goods production, chemical, pharmaceutical and defense industries; agro-processing; construction industry and construction materials production; energy, transport and telecommunications.
Key priorities of the diversification will be implemented within the framework of the State Program on Forced Industrial Innovative Development of Kazakhstan for 2010-2014.
It is necessary to note that increase of human resources potential will be ensured through modernization of the national education and healthcare systems and effective management of labor resources.
To ensure interethnic concord, security and stability of international relations it is suggested focusing efforts on further strengthening of stability of the domestic policy, neutralization of threats and challenges of the national security and favorable environment formation.
Effective state administration is needed for successful implementation of key directions of Kazakhstan's development till 2020. In this connection there were defined priority directions of the public sector reforming.
It is worthy to note that in 2010 we will increase foreign activity due to Kazakhstan's chairmanship in the OSCE. Within the framework of the Organization we intend to search ways of topical issues solution, to develop joint mechanisms for possible crisis situations by joint efforts. The Kazakh chairmanship will be carried through under the motto: "Trust. Traditions. Transparency. Tolerance". We will do our best to let the OSCE become a structure, which recognizes diversity of the world of XXI century. Our chairmanship will be directed to development of security and prosperity of nations of the whole world, the Ambassador resumed.
