Kazakhstan can make great advance in economic development - foreign expert A. Migranyan

What was your first impression from N. Nazarbayev's Address to the people of Kazakhstan?

First of all I would like to note that the objectives set by the Kazakh President in his Address were expected. They answer the global tendencies and demands for the development of post-crisis economy. Kazakhstan is just on this stage. All of them are aimed at solution of problems found out due to the crisis. Therefore they are necessary and realistic enough and in case of right implementation they will bring great success in development of economy.

Taking into account present administration structure in Kazakhstan the priority lines of activity announced by the President will be of global importance for the country. All the rest will depend on the quality of implementation.

Particular attention in the President's Address is paid to the industrialization of economy. Is this the result of the world financial crisis?

Forced development of industry is an adequate development strategy and growth of competitive economy. Now this issue is in spotlight, since the crisis which had greatly impacted Kazakhstan's economy demonstrated that previous development programs had been based on gross figures covering overall production of fuel and energy complex.

Such way does not bring any competitive advantages to economy and dependence on external conjuncture is of great risk for the country placing its stake on raw market. It is quite unacceptable for any country which respects itself. The crisis which renews the economy helped to understand this.

As is known, the Address also has an objective to increase the labor productivity in Kazakhstan.

The issue of labor productivity and production feasibility as I believe deserves a peculiar attention. During the crisis period we observed an adequate reaction of the Kazakh President and Government to the situation. The theory of anti-crisis administration proves the following statement: the more complicated the situation is and the more it is critical the better it should be diagnosed and monitored as well as all efforts must be taken according to the principle of the centrifugal ones.

In this regard N. Nazarbayev does not change his ideals. I think certain forward-looking milestones will be given for the implementation of the objectives set. It is acceptable to use the experience of Soviet economy or introduce new technology aimed at quality change of the content. And in this case productivity will be increased through reduction of span time. Certainly, in the era of new technologies the first approach is quite unacceptable but at the same time it can not be totally excluded.

It would be wonderful if the level of production feasibility and research intensity in Kazakhstan was at the same level as in industrially developed countries as Germany, Japan and South Korea. Modern technology and voluntary refusal from up-to-the-minute deposits and benefits are needed for this purpose in favor of future development.
