Kazakhstan allocates 2.5bn tenge to upgrade heating network in Abai region

Under the directive of President Kassym-Jomart Tokayev, the Kazakh Government has allocated about 2.5 billion tenge from its reserve to renovate the heating system in Semey. Prime Minister Olzhas Bektenov signed the corresponding resolution, Qazinform News Agency reports.

The funds will be used to modernize the heating infrastructure, ensuring stable operation during the upcoming heating season.

The Government’s press service emphasized that Semey has a population of around 340,000 people. Over 70,000 customers are provided with a centralized heating system, including apartment buildings, private houses, and social infrastructure facilities. The total length of the city’s outdoor heating networks is 325.5 km. The level of wear in networks is 58.2% (189 km), necessitating further phased repairs and infrastructure modernization.

According to Government data, 54 km of the city’s heating networks have been replaced, overhauled, and reconstructed in recent years. This has reduced the wear level from 75% to 58%.

Additionally, as part of preparations for the 2025-2026 heating season, priority repair work has been completed at heating supply facilities in Semey, and 70% of the required funding has been provided from the Government’s reserve.

Authorities noted that the allocated funding will enable further upgrades to the heating network’s most critical sections in preparation for the 2026-2027 heating season. This will also improve the reliability of the heat supply in Semey and ensure more stable system performance during peak winter loads.

Earlier, it was reported that the Prime Minister had instructed regional authorities to complete heating network repairs by the end of August.
