"One of the innovations of the Address this year is an idea of turning to specific planning. Taken as a whole, the correlation of economic planning and strategic definition of objectives reflecting values and landmarks is quite a difficult task. The Message details the certain action plan for the years ahead. Today the world community more frequently observes the trend of transforming from planning to forecasting. I like the Kazakh leadership's idea of well-defined target setting," he added. ЭPutting to use the "window of opportunities" in the 21st century Kazakhstan, first of all, needs to develop science-driven production works. Market economy development should base on labour, i.e. production. It is crucial for our countries today to develop the real sector of economy. Primarily, it is essential to raise efficiency of what we have and create something new. It is also crucial to develop agro-industrial complex. It is a really good approach to encourage farm producer to transform to advanced techniques of farm management keeping the market structure of agriculture. Nowadays, the agro-industrial cluster is a very competitive environment and the biggest economic wars are running in this field," he added.
