Kazakh PM chairs meeting on realization of President’s instructions given at expanded government meeting

Prime minister Olzhas Bektenov of Kazakhstan held a meeting discussing the implementation of Head of State Tokayev’s instructions given at the expanded government meeting on February 7, Kazinform News Agency has learnt from primeminister.kz.

After the speech of the ministers of the financial and economic bloc, the Kazakh premier pointed out that budgetary expenses should be well-prioritized with a focus on full economic returns, while unproductive spending needs to be eliminated fully.

Bektenov charged the finance ministry with a task of reviewing the republican budget in 10 days and all local budgets in a month with the aim of significantly reducing non-essential expenses.

He also stressed the need for full redesign of the draft tax code, taking into account the views of the expert and business communities.

The tax code needs to stimulate business activity, motivate business consolidation, he said.

After outlining concrete tasks to give a new impetus to the industrial development, Bektenov assigned first vice prime minister Roman Sklyar the task to hold talks with the owners of major industrial enterprises, especially those operating in the extractive sector, within 10 days.

They should come up with concrete plans on creation of new high value-added productions in the near future, he said.

The Kazakh premier drew attention to the importance of domestic industrial giants significantly increase purchase of Kazakhstani goods, works and services, adding that new corresponding agreements with them are to be concluded.

Speaking about the problems in the construction sector, the Kazakh prime minister pointed to the need for widespread use of products of local manufacturers.

Construction documents need to be reviewed as prices for materials and works are often inflated, said Bektenov.

The head of the Kazakh government also noted the importance of reliable energy supply of industrial enterprises. He said that up to 700 MW of additional electricity need to be generated this year.

Prime minister Bektenov also instructed to come up with a set of measures for rational water use in economic sectors as well as create a campaign to introduce the culture of water use.

The task was given to put forward proposals to attract private investments in the construction of plants for processing solid domestic waste in a month.

Addressing the social bloc, Bektenov drew attention to the need for reformation of the mandatory social health insurance system.

I believe the system of mandatory social health insurance requires a serious reformation. The sector needs to be fully digitalized and transparent, said the Prime minister.

During the meeting, the head of the Kazakh government gave concrete tasks regarding digital transformation, development of transport and agricultural sectors, realization of the Comfortable School and Rural Healthcare Modernization national projects, as well as reformation of mechanisms of citizens’ social support, public purchases and public and private partnership.
