Kazakh NGOs offer legislation reform for development of social services to support families
This has been reported by the director of public fund called "Center for Integrated Family Support " Family Academy" Sholpan Baybolova at a meeting of the committee on social and cultural development of the Majilis of the Parliament of the Republic of Kazakhstan under the chairmanship of Dariga Nazarbayeva.
"The main idea is taking care of a child left without parental care by foster parents. From family to family, avoiding institutionalization. As well as providing further professional assistance to this family. This is important because the education of children in residential care negatively affects all aspects of a child's development. And when a child comes into a more comfortable environment, it is the family where teachers are trained and have the skills to work with children, then the period of adjustment is a lot better", said Sh.Baybolova.
According to her, at a time when the child is in foster care, family support services may work in a biological family in order to be able to return the child there as well, and if it is not possible, then to give the child to a foster home.
Sh.Baybolova proposed the establishment of an expert working group with participation of non-governmental organizations, together with the organization for the protection of children's rights, to develop proposals for changes in the legislation of Kazakhstan, that is to be able to develop social support services for families .
