Kazakh Government approves bills to improve licensing system

Speaking at a meeting of the Government, Bolat Zhamishev, the head of the Ministry of Regional Development,noted that the bills were designed to implement the President's instructions which were given in his Address to the people of Kazakhstan in 2012 on the introduction of new principles of licensing.

"The main draft law provides the following ways to solve problems in the field of licensing procedures: a comprehensive list of permits fixed by law; analysis of the regulatory impact when introducing new permits; permits categorization by degree of hazard; classification of permits with the purpose of establishing standard approaches; the common concept of permit, prescribed by law, including licenses or other approvals", said the Minister. He also added that the main bill provides a clear allocation of competences between the Government and public authorities. Inter-ministerial Commission is the body responsible for making recommendations to further improvement of licensing system.
