Karaganda Graduate School of Internal Affairs Ministry is the cradle of Kazakh police

ASTANA. October 15. KAZINFORM /Rizvana Sadykova/ The Karaganda Law Institute will always be remembered as the Karaganda Graduate School of the USSR Ministry of Internal Affairs, which was named so when it took us in its arms, brought up and gave a great start in life, for us, graduates of 1980s.

  Its graduates participated in the activities on ensuring security during holding the XXII Olympic Games (Moscow, 1980), the Goodwill Games (Moscow, 1986), upon the liquidation of the earthquake consequences in Spitak and Leninakan, public order protection in Armenia, Nagorno-Karabakh and other troubled areas. I am proud that there are 22 doctors of juridical sciences, over 80 candidates of science, and 25 graduates merited a high rank of general among its graduates. Senior Aide to the Prosecutor General for Special Assignments, doctor of juridical sciences, professor Talgat Sarsenbayev has said it.

The history of the Graduate School of the Ministry of Internal Affairs is going hand in hand with the history of our country. Tell us a little more about this.

The Karaganda Graduate School of the USSR Ministry of Internal Affairs was established in 1969, it became the first specialized university of the system of the Kazakh Ministry of Internal Affairs. The current Academy of the Kazakh Ministry of Internal Affairs and the Bishkek Graduate School of the Ministry of Internal Affairs of Kyrgyzstan were its branches. In 1992 the School came under the jurisdiction of the Kazakhstan Ministry of Internal Affairs. In 1996 the Karaganda Graduate School was transferred to the system of bodies of the State Investigation Committee and in 1997 the School came under the jurisdiction of the Kazakh National Security Committee. In 1999 the School was again transferred to the system of bodies of the Kazakh Ministry of Internal Affairs and the same year was renamed as the Karaganda Law Institute of the Kazakh Ministry of Internal Affairs.

Major General B.Beissenov is a founder and first head of the Karaganda Graduate School of the USSR Ministry of Internal Affairs. The Karaganda Graduate School is its brainchild. The state highly appraised his contribution to formation and development of this alma mater, training of highly-skilled officers for the internal affairs bodies, and by the Kazakh Government's Resolution Karaganda Law Institute of the Kazakh Ministry of Internal Affairs was named after B.Beissenov in 2001.

The infrastructure of the School is unique. There is a closed campus, which has all necessary for productive life and study: educational buildings, library, sports and fitness complex. The major author of the School's project was its founder and first head B.Beissenov. The library deserves single attention, in the 'rare fund' of which there is 15.000 copies of publications, including works of famous lawyers of the XIX century. The Graduate School has been always proud of combat and physical training of the listeners and success of its athletes, who vindicated honor of the School and became champions and prizewinners of the USSR Ministry of Internal Affairs, Kazakhstan, international competitions (judo, sambo, track and field athletics, hand-to-hand fighting, boxing). Knowledge and skills of the combat training help us in the daily service. We always remember our teachers, who made from us, youngsters, young officers, who were physically prepared and well-versed in protection methods. I can name them: V.Polokhov, N.Shevchenko, V.Konradi, V.Umnovy, M.Baigabilov, N.Mukhamedyanov and many others.        

One of the rules of the School was a school-wide mount to the strains of orchestra, from which a school week started, when all ranks of the school drew up on the parade ground. Deputy Head for Service in Ranks S.Makin was responsible for a drill.

 

Indeed, in mid 1970s the Karaganda Graduate School became a manpower source for the USSR Ministry's system, in the years of our country's formation - for departments of the Kazakh Ministry. Whom do you want to note among your teachers? Where can the graduates of the Graduate School be met nowadays?

 

Today the Karaganda law Institute of the Kazakh Ministry of Internal Affairs named after Barimbek Beissenov, one of the largest educational facilities of the Ministry, marks its 40th anniversary. Over the years of its activity the institute trained more than one thousand specialists. Famous and authoritative teachers and professors, including scientists and practical employees, took part in training of future investigators and operatives.

 

At present we can proudly stated that the school graduates are famous professionals and statesmen not only in Kazakhstan, but in the CIS and non-CIS states. Many work in the President's Administration, Parliament, Prime Minister's Office, Supreme Court, Constitutional Council, Prosecutor General's Office, Ministry of Foreign Affairs, and in a number of other ministries and departments of the country.  

 

Today we can be proud of a 'golden' cohort, who came out of the walls of our School. There are 22 doctors of juridical sciences, over 80 candidates of science, and 25 graduates merited a high rank of general among its graduates. 

  

There are many famous persons in this list: B.Iskakov - ex-Minister of Internal Affairs of Kazakhstan, M.Orazaliyev - Chairman of the Administrative Police Committee, Major General, S.Sokolov - Director of the CIS Bureau For Coordinating Fight Against Organized Crime, Lieutenant General, S.Erkenov - Head of the Karaganda Law Institute of the Kazakh Ministry of Internal Affairs, Major General of the Police, S.Girko - head of the All-Russian research Institute of the Russian Ministry of Internal Affairs, Major General of the Militia, M.Nurimanov - Deputy Chairman of the Kazakh National Security Committee, Major General, N.Abdirov and Z.Shayekin - deputies of the Kazakh Parliament Majilis, Z.Bakiyev - Head of the State Protection Service of the Kyrgyz Republic, Lieutenant General, M.Kogamov - rector of the Kazakh Humanitarian Law University, M.Sutalinov - Chairman of the State National Security Committee of the Kyrgyz Republic, Lieutenant General, O.Zaitsev - pro-rector of the Moscow Academy of Economics and Law, honored worker of science of the Russian Federation, A.Baranov - Head of the Department of the Omsk Academy of the Russian Ministry of Internal Affairs, doctor of judicial sciences  and many others.

  

Representatives of Abkhazia, Azerbaijan, Armenia, Georgia, Moldova, Russia, Tajikistan, Turkmenistan, Uzbekistan and Ukraine studied with us. Our graduates work in England, Germany, USA and other countries. Owing to this, today there are our graduates in every corner of these states. And it is not a secret that they are called as "brotherhood of the Karaganda Graduate School".

 

The Karaganda Graduate School has always had strong traditions. Tell a little more about them. It will be very interesting for our readers.

 

Of course, one of the main solemn traditions is a day of taking oath, which will be remembered for a lifetime.

 

But Before this there were exams for entering the School, which were carried lout in the educational center of the Dolinka village, where the Karlag Administration was placed in the repression years. Another unforgettable tradition is an obligatory accelerated march for 40 km in any weather. It is a distance between the Dolinka village and the Karaganda Graduate School.

 

One of the features of the School was training in the conditions of the barrack position. In that situation the course head was our 'father and mother'. Especially, when the Graduate School participated in the activities on ensuring public order protection: during holding the XXII Olympic Games (Moscow, 1980), the Goodwill Games (Moscow, 1986), upon the liquidation of the earthquake consequences in Spitak and Leninakan, public order protection in Armenia, Nagorno-Karabakh and other troubled areas. I want to name them: Y.Sarsenbayev, S.Baimurzin, V.Zharov, R.Shokayev, A.Zhumagaliyev and others. They were real officer commandings. And I am proud that my father is among these people.

 

I have luck to work in the Karaganda Law Institute and be one of the originators of formation of the Crime Investigation Department, which was founded in 1997 with participation of my deputy A.Khan. Today the Department staff makes its contribution to future investigators training. Methodical elaborations of the department and teaching experience were used as the basis for similar Departments' opening in the Academy of the Ministry of Internal Affairs and Academy of Financial Police.
