Information on implementation of Industrialization and Diversification Strategy of Kazakhstan Economy

Aim The Strategy of industrialization and diversification of the economy of Kazakhstan aims at drawing the people?s attention to intensive industrialization of economy as the only right way for effective post-crisis development of the country and joining the most competitive countries of the world.

Key moments Industrialization is one of the most important factors of qualitative development of Kazakhstan in modern globalized world. It gives Kazakhstan a unique chance to enter the club of leaders of the post-crisis world. In this connection, conducting of forced industrialization was defined by President Nursultan Nazarbayev at Nur Otan Party?s XII Congress as the primary and most important task for the nation. Why do we need it? The main condition of successful and rapid industrialization is consolidation of the efforts of the whole society. Stability of the country amid the cyclic global instability and future of Kazakhstanis depend on it. The Government created a flexible and effective economic model which withstood a number of challenging testings, including the current economic and financial crisis. Since the beginning of realization of the anti-crisis program the Government states that the industrial policy should become the main vector of Kazakhstan?s economic development. The key component of realization of the new industrialization program is establishment of enterprises manufacturing final products which will be consumed first of all by our country. For this the state will allot necessary funds or attract investors. For example: In pharmacy: production of medicaments In engineering: assembly of locomotives, coaches, their repair and service What do we need for this? Kazakhstan has all necessary bases for realization of the President?s industrialization plan. The economic model of the country created over the years of independence confirmed its soundness and stability in the conditions of the heaviest global crisis and will allow to provide forced diversification of economy. Transition to the forced industrialization requires realignment and innovative-technological changeover of economy. This policy will be implemented through its major tools ? the 2003-2015 Strategy of Industrial and Innovative Development as well as ?30 Corporate Leaders? state program. At present the country realizes the second stage of the Strategy of Industrial and Innovative Development (2006-2010) which sets a certain task on implementation of the projects on industrial modernization and diversification of the economy. Therefore establishment of processing technological productions in priority sectors is a key direction in today?s activity. How will we do it? The state will directly invest in establishment of new ventures in priority sectors through its institutions (SamrukKazyna National Welfare Fund, primarily). This will provide additional jobs and will allow to create the country?s own industry. 382 projects in whole are being realized countrywide under the Government?s control within the Industrial-Innovative Development Plan. The total sun of their financing makes KZT 9.5 trln. 59.2 thousand working places are to be created. 37 out of them worth KZT 6.5 trln are breakthrough projects. They are being realized within ?30 Corporate Leaders? program. 11.4 thousand people are expected to be provided with jobs. 331 industrial projects amounting to KZT 3 trln are planned to be implemented in the regions which will let provide 47.8 thousand working places. 227 projects worth KZT 508.1 bln were realized in the country in 2008. 14.7 thousand people received new jobs. 186 regional projects to the sum of KZT 2.5 trln are monitored to date. Their realization will provide 33 thousand working places in seven priority directions: -agro-industrial complex and agricultural processing -construction industry -oil processing -metallurgy -chemical industry and pharmacy -energy -transport and telecommunication infrastructure 78 projects worth KZT 464 bln are planned to be launched in 2009. 9589 people will be provided with jobs upon their implementation.
