Heads of Customs Union's states to consider expansion of Eurasian economic integration

Moscow. December 23. KAZINFORM - 24 December, Moscow hosts a regular meeting of the Supreme Eurasian Economic Council (SEEC) - the chief body of the Customs Union and Single Economic Space of Russia, Belarus and Kazakhstan.

According to the Kremlin's press service, the upcoming summit rounds off the series of top-level meetings due to be held this year in the capitals of the CU and SES (the first was hosted by Astana on 29 May, the second - by Minsk on 24 October). The Moscow meeting will also be attended by the presidents of Armenia and Kyrgyzstan and Ukrainian PM.

High on the summit's agenda will be a draft Treaty on the establishment of Eurasian Economic Union. The heads of state will consider the experts' work on the document's first - institutional - part and approve it. This part of the draft Treaty specifies the Union's international and legal status, goals and mechanisms, basic principles: mutually beneficial cooperation aimed at the "troika" economies' convergence, their harmonious development and enhancement of competitiveness.
The Treaty's functional part is being adjusted. It will contain specified obligations for free movement of goods, services, funds and workforce. The Treaty is slated for signing in May 2014 at the latest. It will further be submitted for ratification by the national parliaments so that the EAEU starts functioning on 1 January 2015.
The heads of state are expected to consider the increase in the CU's membership through the accession of Armenia and Kyrgyzstan to it.
Other issues on the summit's agenda are adoption of decisions on anti-monopoly policy and protection of honest competition. Authority to regulate trans-border markets of the CU member states will be passed to the Eurasian Economic Commission. Violation of uniform competition rules will be considered by a special judicial body under establishment by the Eurasian Economic Community's Court.
The parties are also to approve the list of sensitive goods, the rate of import customs duties on which is to be approved by the EEC Council. The meeting of the supreme Eurasian Economic Council will also approve a draft EEC budget for 2014.
