Great Britain and Netherlands discuss issues on Kazakhstan higher administrative corps

The important issue of talks with the European counterparts was formation of higher administrative body of civil service. The trip was organized in the framework of the EU project called "Reform and modernization of civil service of the Government of Kazakhstan."
Representatives of the Agency met with the heads of specialized agencies and officials, coordinating governance issues in the UK. In particular, there were held talks with Bob Kerslake, head of the Home Civil Service of the UK, David Normington, First Civil Service Commissioner, Bernard Jenkin, Chair of the Public Administration Select Committee of the House of Commons, and David Prince, chairman of the Committee on Standards in Public Life.
The parties exchanged views on matters of senior civil service (similar to the administrative body "A" in Kazakhstan), ethical conduct of civil servants, professional development and training of staff, and provision of public services. The sides expressed their willingness to continue exchange of knowledge and perspectives on improving public service system. A. Baimenov noted that the trip has reaffirmed that civil service reform in Kazakhstan moves in the direction coinciding with the reforms of public service development in advanced countries. In addition, the British reps were familiarized with the Kazakh model of public service.
Kazakh delegation also visited a number of European institutions and universities, studying issues of public service. The mission met with the leadership of the University of Edinburgh, University of Leiden as well as with students and trainees from Kazakhstan enrolled in "Bolashak" program.
The Netherlands have also discussed the activities of top management body. The country has accumulated best practices of senior civil servants management and has introduced a highly efficient system of talent management.
