"It is necessary to consider the trade policy in mid-term perspective. I think we are close to finishing preparation of the program. The Majilis and Senate have already supported us. The 2010 specified budget may enter into force by April 1st", Mr. Massimov noted. The Prime Minister reminded that from April 1, 2010 salaries throughout the public sector would be increased. "KZT 30 billion is envisaged in the budget for the Business Road Map. Our task is to run these funds as soon as possible", he emphasized. According to the Premier, it is important to start business improvement program right now. "The current work on reforming the law-enforcement system will also support the development of small and medium businesses", K. Massimov said.
Prime Minister Massimov has instructed Samruk-Kazyna National Welfare Fund to prepare for the discussion of the issue on the second tranche for completion of the construction of Sairan micro-district in Almaty. The issue should be discussed at the sitting of the State Commission for Economy Modernization. As reported earlier, KZT 34 billion is needed for completion of construction work. Besides, Mr. Massimov charged all relevant bodies to study all other issues regarding construction raised at the session in Almaty and submit them for the consideration of the State Commission
Prime Minister Massimov held also a regular session of the Council of Economic Advisers under the Kazakh Government. The issues of stock market development and its importance for diversification of the country's economy were discussed at the sitting. Chairman of the Board Troika Dialog Kazakhstan Askar Yelemessov presented the data on the stock market research in Kazakhstan.
During his business trip Kazakh PM visited Sairan residential complex in Almaty. The Head of the Government was accompanied by city Mayor Akhmetzhan Yessimov. "In accordance with the memo signed in May last year, our company continues construction work launched by Kuat Corporation", Director of Global Building Contract LLC Bolat Sauranabyev said. The Head of the company noted that by the Government's Decree the first tranche to the amount of KZT 20 bln was allocated through the Stress Assets Fund. "Due to it we plan to put 244 thousand sq m of housing into operation within two years. These are 1296 apartments", Mr. Sauranbayev reported. He stressed out that all necessary expertise and seismic testing were held at all facilities of Kuat corporation.
Within his working trip PM Massimov visited International University of Information Technologies in Almaty .According to Rector of the University Damir Zhynybekov, the University will promote forced industrial-innovative development of the country. "Our partner is iCarnegie - structural subdivision of Carnegie Mallon University (USA). Carnegie Mallon University is the leading university of the world on computer programming. We borrowed their academic programs on preparation of IT-specialists", the Rector told.
Prime Minister Massimov got acquainted with the process of repair and construction of facilities of the Winter Olympic Games 2011. In particular, the Head of the Government visited construction site of international ski jump complex and electric substations at the territory of the complex financed through Samruk-Kazyna Fund. To date construction of carcasses of jumps has been accomplished. Besides, Mr. Massimov visited Sport Palace named after B. Sholak, Medeo Mountain Sport Complex and Shymbulak Ski Complex. The Kazakh Premier will take part in the session on the construction issues in Almaty and realization of "Business Road Map - 2020" program on March 24 as well.
The same time the meeting of First Deputy Prime Ministers of Kazakhstan and Russia Umirzak Shukeyev and Igor Shuvalov was held in Moscow on March 24. Among the main documents signed were Agreements on extension of cooperation in food and automobile industries. As U. Shukeyev noted, Kazakhstan's accession to the Customs Union is connected with two main aspects - cooperation in the automobile industry and in the field of promotion of the domestic agricultural products to the markets of partner-countries.
According to him, Kazakhstan used to supply 350 thousand tons of meat to Russia. "Taking into account the demand of Russia in qualitative products we would like to increase the export of Kazakh meat to Russia by 60 thousand tons per year in the nearest three years", Mr. Shukeyev said. The sides agreed to establish joint working groups in order to negotiate the issues of the Kazakh meat export and import of Russian products to Kazakhstan. Besides, the Kazakh Deputy Premier noted that the parties agreed to study opportunities for establishment of a joint car assembly plant at the territory of Kazakhstan to meet needs both Russian and Kazakh markets.
The Customs Union's countries consider it necessary to seek joint solutions in development of common rules of technical regulation. First Vice PM Shukeyev has said it at the International conference entitled Technical regulation 2012. Instruments of formation of Single Economic Space in Moscow. According to Shukeyev, technical regulation is an integral part of the state system of economy in particular in formation of the Customs Union. To date the parties find it necessary to seek joint solutions for development of common rules of technical regulation. "The major purposes of technical regulation are raising competitiveness of goods and implementing innovations, removing barriers among our countries in order to provide free movement of our goods as well as protection of the market from low-quality products from the third countries. In the course of our joint work we will strive for simplification of the system of technical regulation and ensuring security of our domestic markets", First Deputy PM Shukeyev noted. As he pointed out, these issues will be actively discussed by Kazakhstan, Russia and Belarus. Similar conferences are planned to be held in Almaty and Minsk in the near future.
