GOVERNMENT. Weekly review: New social program implemented in Kazakhstan

The Kazakh Ministry of Agriculture is concerned about domestic diary products which are under pressure of the Customs Union member states at the domestic market.

Issues of implementation of the Employment Startegy-2020, State Heakthcare Development Program for 2011-2015 and the process of realization of the State Program on Education Development for 2011-2015 were discussed at a session of the Government held on Tuesday, March 29.

Minister of Labor and Social Protection Gulshara Abdykalikova informed about the suggestion of the Government of Kazakhstan to introduce amendments to the employment legislation under the 2020 Employment Program.

"To date the Ministry together with the interested state bodies has worked on formation of the necessary legal base. A draft law, 5 draft Governmental resolutions have been developed and 3 ministerial orders have been adopted," G. Abdykalikova said.

According to her, the bill which is currently awaiting approval of state bodies aims at introducing amendments to three laws of the republic.

These are the laws "On employment", "On state targeted social assistance" and "On housing relations".

Minister of Education Bakytzhan Zhumagulov reported on the education development program. He informed that 90 new state-owned kindergartens will appear in Kazakhstan in the next three years. Besides, it is planned to open 615 mini centers and 163 private kindergartens till 2015. 100 percent of children will be covered by preschool education. "We have never set such a goal," the Minister added. According to him, additional allowances to teachers' salary are to be introduced this year as well. "This year, in addition to a 30-percent salary increase for all public employees, additional allowances to teachers' salary will be introduced," B.Zhumagulov said. According to him, from September 1, 2011 teachers of the highest category will receive a 100-percent surcharge to a basic official salary for qualification. Allowances are also provided for all other categories of teachers. "More than KZT 5 bln will be allocated for these purposes this year," the Minister noted. B.Zhumagulov has also informed that in accordance with the state program of education development for 2011-2020 the state education contribution system is under introduction. According to him, it will allow every citizen of Kazakhstan to save funds for education of children with allocation of the state premiums.

Minster of Healthcare Salidat Kairbekova reported on the fulfillment process of the State Program on Healthcare Development for 2011-2015. According to her, the maternal mortality was reduced by 30%, the child mortality - by 15% in the first quarter of 2011. Introduction of new perinatal technologies and work on strengthening the material and technical basis are underway.

Later in the day S.Kairbekova signed agreements with seven Ministries aimed at effective realization of the main directions of the state program. Ministers of Communication and Information, Education and Science, Labor and Social Protection, representatives of the Ministries of Tourism and Sport, Internal Affairs and Justice took part in the signing ceremony.

KZT 18.2 bln will be allocated for realization of activities on health promotion of Kazakhstanis in 2011.

Summing up the results of the sitting the Premier noted that the discussed programs must be inviolately fulfilled.

"Making a speech at the "Nur Otan" Party Congress the Kazakh President said that quality of living standards, human capital development should be a priority for the Government. Thus, the three programs we have discussed today should be strictly fulfilled," Prime Minister Karim Massimov said.

On Wednesday, March 30 the complex program of the Kazakh-Russian cooperation in the field of peaceful use of nuclear energy was signed in the Kazakh Government. Director General of the State Atomic Energy Corporation ROSATOM Sergey Kirienko signed the program from the Russian side, Deputy Minister of Industry and New Technologies Duisenbai Turganov - from the Kazakh side. The program provides feasibility study and preparation of a project on nuclear power station construction in Kazakhstan. As. S.Kirienko noted this would be the safest project in the world.

On Thursday, March 31, Kazakh Deputy Minister of Labor and Social Protection Birzhan Nurymbetov informed that a new Law "On migration" was planned to be adopted in May this year. The bill provides holding of campaigns on legalization of labor migrants with irregular status not less than once in five years. Besides, the list of activities which foreign labor is attracted to is expected to be extended.

The Ministry of Information and Communication continues introduction of digital signatures within the program on e-Government promotion. To date, 486 945 digital signatures have already been issued in Kazakhstan.

On Friday, April 1, the Coordination Council on the issues of developing transplantation of human organs and tissues in Kazakhstan held a session. The participants of the session informed that 9 operations on kidney transplantation from relative donors were carried out in Kazakhstan in 2010.
