ASTANA. June 18. KAZINFORM /Muratbek Makulbekov/ Road Map 2009 developed on the Presidential instruction has become one of the most successful programs implemented by the Government in recent years. Emphasizing importance of experience gained within realization of the Road Map last year, Head of the State Nursultan Nazarbayev noted in his latest Address to the Nation that "we must work in such a way as we worked in the previous year".

The program turned out to be an efficient way of ensuring employment of the population in the regions having allowed performing huge work on restoration and improvement of housing-utilities sector, transport infrastructure, socio-cultural facilities. Taking into consideration the positive results of its implementation, the Head of the State commissioned to develop and implement the same program in the current year laying emphasis on creation of permanent jobs and training staff for realization of industrial projects. Currently Road Map-2010 is at an active stage of realization. The Cabinet's session on June 14 focused namely on this issue - the course of work within the Road Map -2010. Vice Minister of Labor and Social Protection Birzhan Nurymbetov made a report on the major parameters of execution of the Road Map. Thus, according to him, 3, 279 projects are under implementation now countrywide. 652 of them relate to housing-utilities sphere, 771 - in road repair work, 1, 303 project - in repair and insulation of social facilities and 1, 400 ones - in repair of socio-cultural facilities. 107, 000 jobs have been created in total (128, 000 - in accordance with the plan). 65, 000 people have been employed. During discussion the Prime Minister set several tasks. In particular, he pointed out high rate of unemployment among the women. Therefore the Ministry of Education and Science was charged to revise the list of the professions in the Road Map and submit certain proposals on improvement of the situation. Besides, K. Massimov drew the session participants' attention to huge funds saved in the regions within the Program's implementation. The Prime Minister charged to use these funds for implementation of the projects in rural areas. The governors of the regions were entrusted with a task to take utilization of the funds allotted for Road Map's realization under their personal control.

The second topic of the Cabinet's session was connected with development of the Customs Union's legal framework. A package of bills on ratification of the CU documents presented by Minister of Economic Development and Trade Zhanar Aitzhanova was approved. While discussing the bills, the Prime Minister charged the Ministers to pay more attention to the quality of the documents, their texts and translations.

Within fulfillment of the President's instructions, the Government works on creation of favorable climate for business development. Minister Z. Aitzhanova presented the bill On amendments to some legislative acts on improvement of licensing system. In accordance with the amendments, the Government introduces 2-day period for examination of the documents submitted by businessmen for obtaining licenses. The bill provides for reduction of documents in licensing sphere approximately by 881 items per year.

On the same day Minister of Justice Rashid Tusupbekov took part in the Governmental Hour in the Majilis. He informed the deputies of the results of checking legality of the regulatory-legal acts of the central executive bodies. According to him, hundreds of orders must be brought into compliance with the current legislation while some ministries do not even register the documents.

Some other issues were discussed at the Government's session too. Thus, Prime Minister reminded of the agreement concluded between Head of the State N. Nazarbayev and Chairman of the People's Republic of China on allocation of funds for accelerated construction of "Khorgos-Zhetygen" railroad and development of infrastructure around Khorgos. The parties agreed on this issue during the Chinese Leader's visit to Kazakhstan on June 11-12. in this view, the Ministry of Industry and New Technologies, SamrukKazyna National Welfare Fund and Governor of Almaty region were commissioned to speed up this work.

As for under-spending the budgetary funds which made over KZT 60 bln last year, the Prime Minister said each case would be investigated separately.

"With this aim I charge to establish a working group consisting of the Minister of Finances, representatives of the Prime Minister's Office and other interested state bodies to carry out an analysis of the reasons of under-spending of the budgetary funds, find those who are guilty for this and submit propositions on their punishment", he said.

On Wednesday, June 16, K. Massimov met with Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Iran Gorban Seifi to discuss further development of bilateral trade-economic cooperation. On the same day, K. Massimov received Ambassador Extraordinary and Plenipotentiary of France Jean-Charles Berthonnet. The meeting focused on the prospects of development of the Kazakh-French bilateral trade-economic relations as well as the agenda of the oncoming sitting of the Intergovernmental Commission on Economic Cooperation scheduled for July in Astana.

On June 17 the Prime Minister held a working conference on provision of population with drinking water during which he emphasized necessity of enhancing interdepartmental coordination and charged to establish a working group on realization of the program on provision of people with drinking water. The working group is headed by Vice Minister of Economic Development and Trade Kuandyk Bishimbayev.

By mid July the Government of Kazakhstan will approve the programs on development of six industrial sectors, Vice Minister of Industry and New Technologies Nurmukhambet Abdibekov informed of it on June 17. According to him, the Ministry elaborates now six programs directed on development mining-metallurgical, light, chemical, pharmaceutical industries, engineering and construction sectors. The projects are being coordinated with state bodies at present. N. Abdibekov noted that the goals of these programs met those ones set within the forced industrialization program.

Today, June 18, Prime Mniister Karim Massimov is paying a working visit to Atyrau region. Within the visit he took part in the regional Youth Forum. "As you know, the New University of Astana will be opened in June", he said addressing the young people. "The new university of Kazakhstan is open for you - talented and creative youth. The major goal of post-crisis development of Kazakhstan is formation of competitive nation", the PM added.

K. Massimov surveyed Caspian Technical Resources LLP training center where the specialists for oil sector are studying. Here he got familiarized himself with the course of fulfillment of the President's instructions on increasing the share of Kazakhstani experts in large foreign and joint enterprises including in those which joined realization of the projects in Atyrau oblast - development of onshore Tengiz and Royal deposits and Kashagan deposit on the Caspian shelf.

Besides, the Head of the Government visited Atyrau Thermal Power Plant where he got familiarized himself with the process of realization of a project on increasing the plant's capacity. The project includes construction of three turbines of 25 MW each and two boiler units with the capacity of 220 tons of steam per hour. The first of new turbines was put into service by President Nursultan Nazarbayev last year. The Prime Minister was informed that the turbine had already been included into the general energy system and generated about 23 MW of electric power. One of new boilers was launched as well.
