President N.Nazarbayev on the issues of process and quality of realization of the industrial-innovative development strategy of Kazakhstan. As earlier reported, 144 new enterprises are planned to be put into operation this year within the strategy. 72 out of them have been already launched.

K.Massimov informed the President on the work of the Government on formation of the budget for 2011, results of the socio-economic development of the country in the first half of 2010. Upon the results of the session the Head of the State set a number of tasks to the Government.

The process of realization of industrial projects in East Kazakhstan region was also discussed at the session of the Republican Control Center with participation of Vice Minister of Industry and New Technologies Albert Rau held in Ust-Kamenogorsk on Monday. Regional Governor Berdybek Saparbayev familiarized the Vice Minister with the process of projects realization of a range of enterprises which were scheduled to be launched by the end of this year. Besides, construction of Metallurgy Center in Ust-Kamenogorsk was discussed as well.

As A.Rau noted, over one third out of 72 projects scheduled for launch were under realization in East Kazakhstan. Their total cost is up to KZT 169 bln. Totally the regional Industrialization Map of East Kazakhstan includes 22 projects. 12 projects are planned to be put into service this year. One of these projects has been already launched in Semey.

Summing up the results of the visit to East Kazakhstan A.Rau noted that the main projects of a range of enterprises would be successfully accomplished this year.

On Tuesday, August 3 K.Massimov participated in the session on topical issues of agriculture chaired by the President. Minister Akhylbek Kurishbayev reported on the preparation to harvesting. According to him, the grain yield is expected to be up to 14-15 mln tons. This allows providing the domestic demands. This year the crop acreage is 16.7 mln ha. 450 thousand ha out of them have been already harvested in south and west regions. The average yield is 9.4 centners per hectare. As the Minister informed, 408 thousand tons of diesel fuel were prepared for the harvesting campaign. About 90% of harvest equipment is ready. KZT 96 bln was allocated for financing of the spring sowing and harvesting campaigns.

The President charged the Government to take measures on provision of the stability in bread and flour prices. The Government was also charged to take measures on support of agricultural producers in the drought-hit regions.

Despite the drought Kazakhstan is able to export about 8 mln tons of grain this year. In this regard, N.Nazarbayev charged the Government to continue the work on increasing the flour export rate.

Vice Minister of Transport and Communications Dulat Kuterbekov held a visiting session of the control center on realization of "West Europe - West China" project on Tuesday. The first kilometer of concrete pavement has been laid at the road. Issues of cutting plants along the future road, quarrying dangerously close to roads and others were discussed at the session.

The Prime Minister met with Ambassador of Saudi Arabia to Kazakhstan Hisham Zaraa on Wednesday. K.Massimov thanked the Ambassador for contribution to development of trade and economic interaction between two states.

Later in the day the Prime Minister, Kazakh Secretary of State - Foreign Minister Kanat Saudabayev, Minister of Internal Affairs Serik Baimaganbetov, Prosecutor General Kairat Mami, the Chairman of the Agency on Fighting Economic and Corruption Crime and Chairman of the Supreme Court Musabek Alimbekov took part in the session on topical issues of protection of rights of citizens chaired by the President. Issues connected with solution of problems of home investors, struggle against crime, provision of law and order in the country and protection of rights of citizens in entrepreneurship were discussed at the session.

The President charged the Government to pay special attention to the issues of prevention of law violation and crimes, fight against alcoholism, etc. Discussing the issues of protection of citizen's rights in entrepreneurship the Head of the State complimented the role of special blog "President's Protection of Business" opened at official governmental site. Over 800 addresses of entrepreneurs were left in the blog during the last five months. The President charged the Government to take all addresses under control and consider them in determinate order.

Issues of business environment improvement were discussed at the meeting of Vice Minister of Justice Amirkhan Amanbayev with representatives of USAID project on Business Environment Improvement held Thursday.

As Minister of Communication and Information Askar Zhumagaliyev informed, Kazakh satellite television will be launched in December this year. Besides, production of satellite TV antennas is planned to be established in Kazakhstan.

The Ministry of Industry and New Technologies started monitoring of technological content of goods, works and services of Kazakh companies. Deputy Minister Berik Kamaliyev made it public on Friday, August 6.
